Johnson Lumber Company Stormwater Permit No. NCG210022 Johnston County Dear Mr. Johnson: Alan W. Klimek, P.E., Director Division of Water Quality Mitch Hayes of the Raleigh Regional Office conducted an inspection of the subject facility on June 13, 2006. The assistance of you and Mr. Larry Massengill, consulting engineer, with this inspection was appreciated. Please find attached the Basinwide Information Management System (BfMS) checklist summarizing the inspection. Below is a list of findings and recommendations developed from the inspection: The current permit was reissued and became effective May 01, 2003 and expires April 30, 2008. This permit covers stormwater discharging from on site operations. 2. The lumber company is divided into north and south sections separated by Old School Road. The north section is used mainly for storage of cut lumber and includes the office, a bulk storage building, and three above ground fuel storage tanks. The south section has several buildings for lumber storage; some exposed stacked lumber, sawdust piles and the cutting operation. There is one distinct storrwater discharge that drains the south side of the operation. This discharge flows into a ditch that drains to Bernal Branch. The discharge appeared clear with no solids leaving the site. There was some washing of sand on the backside of the north section, which dissipated into thick vegetation. Mr. Massengill stated that installing a level spreader to slow the velocity of stormwater may reduce washing out of sand. 3. The Stormwater Pollution Prevention Plan (SWPPP) was available during the inspection and was last updated September 03, 2004. TI plan includes all required parameters. Qualitative monitoring records have been maintained since January 2003. There is no on -site vehicle maintenance and therefore analytical monitoring requirements are not required. 4. There are three above ground fuel storage tanks located on the north side of facility. There is no visible secondary containment for these tanks. A double walled tank would be considered secondary containment. Site is divided up into two sections seperated by Old School Road. There is some washing of sand and sediment from stormwater discharging on the North side. The sand and sediment does not flow into any body of water but is instead caught up in the surrounding vegetation. Mr. Massengill stated that a they would consider installing a level spreader to prevent further washing. All stormwater discharging from the South side discharges to one outfall. Stormwater discharging appeared clear with no solids leaving the site. The discharge eventually flows into Bernal Branch. The SWPPP was available and up to date. All qualitative monitoring was being done. There are three above ground storage fuel tanks that appeared to have no secondary containment. Further information is requested on If the tanks are double -walled. A spill prevention, control and countermeasure program may be applied if the total volume of the tanks equal 1,320 gallons or more. If the subject discharge has been terminated, please complete the enclosed rescission request form. A valid reason for requesting rescission is required, incomplete forms will be returned and you will still be subject to possible escalated action. Mailing instructions for submitting rescission request are listed on the bottom of the form. You will be notified when the rescission process has been completed.
