In accordance with your application for a discharge permit received on March 14, 2012, we
are forwarding herewith the subject certificate of coverage to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to stream
buffers, from portions of this site that have been constructed after July 22, 1997, must be discharged
through a correctly designed level spreader or another device that meets diffuse Flow requirements
per 15A NCAC 2B .0233. Diffuse Flow requirements are described in Chapter 8 of the North Carolina
Stormwater BMP Manual, available at: http://portal.ncdenr.org/web/wq/ws/su/bmp-chB.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be
required.

We have received an application for coverage of a new asphalt plant under NCG 16 from Barnhill. It sounds like they
have/or will be applying for a state sw permit for it also. The facility drains to Caswell Branch (class C; Sw, NSW) in New
Bern (Craven County). No haz. waste; but they stated they will be washing and fueling vehicles/equipment on -site.
Does the WaRO have any concerns about issuing this facility a CDC for this general permit?

BARNHILL CONTRACTING COMPANY
CRAVEN COUNTY ASPHALT PLANT
Barnhill Contracting Company employs more than 1,100 people and is one of the largest producers of asphalt in
North Carolina, with more than 20 asphalt plants throughout the eastern part of the state. The 25.28 acre Craven
County Asphalt Plant will be used for the storage and mixing of materials to produce hot mix asphalt for the
construction of various paving projects in Craven County and several outlying adjacent counties. The production
area consists of a screen deck, hopper, dryer, dust collector, exhaust fan, bag house, collector conveyor, cold
feeders, a control center, and a lab trailer. The site is not used for vehicle maintenance. Most of the site consists
of materials stockpiles and above ground storage tanks.
FACILITY DRAINAGE
All storage tanks will be double -walled to prevent spillage into navigable waters. In addition, a concrete secondary
containment structure will be constructed.
The existing wooded site drains to the northeast, into Butler Branch along the northern property line. A 900 LF
gentle grassed Swale with 5:1 side slopes along the northern perimeter of the site drains to a rock dam with
sediment pond with baffles. All runoff from impervious surfaces of the proposed asphalt plant drain into the
grassed swale and will be contained in the Y acre sediment basin, before being discharged over the 20' long rock
dam and through overland through a 100' wooded buffer prior reaching Butlers Branch, which drains to Caswell
Branch, Bachelor Creek, and then to the Neuse River. No riparian buffers are affected by this project. The ditch
along the northern property line does not appear on the USGS or soils maps. The facility is not located in an area
that is subject to flooding.
Site Summary
WETLANDS
A patch of isolated wetlands (0.31 acres) are shown on the plansand have been confirmed by the USA COE,
12.21.11. A Notification of Jurisdicitonal Determination is included in this package.
MAINTENANCE
The grassed Swale will be inspected once a quarter. Records of operation and maintenance will be kept onsite.
Specifically, the owner will inspect the swale for trash/ debris, areas of bare soil or erosive gullies, sediment
covering the grass at the bottom of the swale and the vegetation being too short or too long (vegetation to be kept
at a height of approximately 6 inches).
Maintenance of the rock dam/ sediment pond is only to be performed by authorized personnel after inspection for
any oil contamination. The water must not show a sheen of oil if it is discharged. The pumping of water is to be
monitored from start to finish. Containment drainage records are maintained. As part of the NCDENR Erosion
Control Permit and NPDES NCG01000 Permit obtained, the owner has agreed to check the sediment basin after
each rainfall and remove sediment and restore original volume when sediment accumulates to about one-half the
design volume. The owner will check the structure for erosion, piping, and rock displacement weekly and after
each significant (Y, inch or greater) rainstorm and repair immediately.
Periodic analytical monitoring of stormwater discharges from the rock dam will be obtained and reported to
NCDENR DWQ as required in the NCG160000 General Stormwater Permit for sites engaged in Asphalt Paving
Mixtures and Blocks. Barnhill has developed a Stormwater Pollution Prevention Plan (SPPP) and Spill Prevention
Control and Countermeasures (SPCC) Plan for this site.

Dear Mr. Glover:
In accordance with your application for a discharge permit received on March 14, 2012, we
are forwarding herewith the subject certificate of coverage to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to stream
buffers, from portions of this site that have been constructed after July 22, 1997, must be discharged
through a correctly designed level spreader or another device that meets diffuse now requirements
per 15A NCAC 213.0233. Diffuse Flow requirements are described in Chapter 8 of the North Carolina
Stormwater BMP Manual, available at: http://portal.ncdenr.org/web/wq/ws/su/bmp-ch8.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be
required.

This certificate of coverage shall become effective April 25, 2012.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
