In accordance with your application for a discharge permit received on February 3, 2010, and
additional information with revised plans received in April -May 2010, we are forwarding herewith the subject
certificate of coverage (CDC) to discharge under the subject state--NPDES general permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency dated May 9, 1994 (or as
subsequently amended).
Please note that this COC does not allow discharge from the irrigation of raw material stockpiles, which
is defined as a wastewater, from this site. This stipulation is a result of information presented in your
application and technical review of your request for an authorization to construct a wastewater treatment
system. Because drum washout wastewater will be contained and treated within a closed -loop recycle
system, designed in accordance with 15A NCAC 2T .1000, the COC authorizes discharges of stormwater only.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the
certificate of coverage.. This permit:doe"s,not affect the legal requirements to obtain other permits which may
be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal
Area Management Act or any other federal or local governmental permit that may be required.

An Authorization to Construct (ATC) treatment facilities has been issued concurrently with this COC.
The Asheville Regional Office, telephone number [phone], shall be notified at least forty-eight (48)•.
hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such
notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00
p.m. on Monday through Friday, excluding State Holidays.
Leakage Test Specifications and Spill Control Plan
The recycle system must be tested for integrity. Any exfiltration should not exceed 20 gallons per 24
hours, per 1,000 gallons of tank capacity. Therefore, a 24-hour static test should be conducted showing the
tank does not lose more than 20 gallons per 1,000 gallons of capacity in that period. The facility should also
develop and maintain a spill control plan in the event of a wastewater release as part of its Stormwater
Pollution Prevention Plan (SPPP).
Engineer's Certification
Upon completion of.construction and prior to operation of this permitted facility, a certification must
be received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, the associated Authorization to Construct, and the approved plans and
specifications. Please mail the certification (attached) to the Stormwater. Permitting Unit, 1617 Mail Service
Center, Raleigh, NC 27699-1617.
During review we noted that the design plans state, "If fleet size is increased additional washout area
for truck washout basin will be added." Please note that any future construction, installation, or modification
of wastewater treatment facilities (including process wastewater recycle systems) will require an Authorization
to Construct (ATC) prior to construction per 15A NCAC 2H .0138 & .0139. You must submit, in triplicate,
plans/specifications and design calculations, stamped and sealed by a professional engineer, with a letter
requesting an ATC to the Stormwater Permitting Unit, 1617 Mail Service Center, Raleigh, NC 27699-1617.1
One (1) set of approved plans and specifications is being forwarded to you. The Permittee shall
maintain a copy of the approved plans and specifications on file for the life of the facility. If you have any
