Box 4239 Winston-Salem, NC 27115-4239 Subject: Compliance Evaluation Inspection Vulcan Greystone Quarry Permit No: NCG020154 Vance County Dear Mr, Poplin: On April 9, 2009, Cheng Zhang of the Raleigh Regional (RRO) Office Division of Water Quality (DWQ) conducted a Compliance Evaluation Inspection of the subject facility. The assistance and cooperation of Mr. Walter Beck were very helpful and appreciated. A checklist of items is enclosed with this letter. During the inspection the following items were noted: Vulcan Greystone Quarry mines greystone at the quarry. Stormwater runoff and process wastewater generated at such facilities are regulated by General Permit NCG020000. DWQ has therefore issued Vulcan Greystone Quarry certificate of coverage, NCG020154, which became effective on January 19, 2005 and expires on December 31, 2009. 2. The facility has a Stormwater Pollution Prevention Plan which has been implemented effectively and meets the permit requirements, except that: The plan needs to be reviewed and updated annually, records showed that the plan was reviewed in 2003 and 2005. It was noted that a major update of the plan was underway; The plan must include a list of responsible party(s), the current plan lacks such a list, however, a list of responsible party(s) has been included in the new draft plan. 3. The facility has been conducting qualitative and analytical monitoring and was in compliance with the permit requirements. It is noted that stormwater and process wastewater commingle and flow into the pit, therefore all water entering the pit is considered process wastewater. Water from the pit is pump to a clear water pond and discharges to the receiving surface water through the only outfall. Water from the pond is also reused for the production process. Based on the above findings, analytical monitoring for stormwater discharge (both land disturbance and vehicle maintenance) is not necessary. Please be reminded that semi-annual qualitative monitoring and quarterly process/mine dewatering wastewater discharge monitoring are still required at the discharge outfall.
