One question I had was whether or not we need a formal Spill Pfzvention Plan. Didn't generate one, but RPC has standard employee and operating procedure guidance in place for their mines, asphalt plants etc... Please review what I have provided and let me know if this qualifies as an approvable Pumping O&M plan. Since this site has operated since the late 80's we haven't noticed a decrease in wetlands habitat, so we don't believe that the new expanded operation will have an effect on the wetlands in the vicinity. Our monitoring plan is an attempt to help qualify/quantify what is there now and put in place a monitoring plan that will efficiently and effectively identify any problems that may arise as a result of the mine dewatering. The DWQ has an active NPDES permit number NCG020143 that covers this mine, however since this modification proposed expansion of mining limits and subsequently increase in mine dewatering activities, an Operation and Monitoring Plan (O&M) will be needed for this activity. Griggs Pit Sand Mine 27-24, NCG020143 Currituck County North Carolina PUMPING OPERATION AND MONITORING PLAN 1.0 Current Mine Operation The Griggs Pit Sand Mine is a permitted and operating mine located at the end of SR 1115 (Snow's Lane) in Currituck County, North Carolina. Currently the mine dewaters a 42.90 acre open pit to a maximum depth of 15 feet below ground surface. The dewatering pump and discharge point are shown on the current and valid mine permit maps as well as the 2011 Mine Modification Permit Plans (attached). There are no other pumping restrictions in the current permit. Typical pumping of the mine waters occurs only when in use. Please note, the mine was not used last year (2010) for the most part and was only dewatered occasionally. The soils associated with the wetlands are typically Currituck or Conaby muck. The mine is located within areas of Dragston loamy fine sands. Mucky soils are high in organic clay and therefore hold water for very long periods of time. The thicknesses of these soils may be on the order of 13 inches (Conaby) and 28 inches (Currituck) which likely has established a surficial retarding soil horizon that would only allow water to pass vertically very slowly, if at all. These soils are often frequently flooded and associated with expanses of coastal marsh that are by definition regularly or irregularly flooded. Current permit monitoring requirements include monthly groundwater gauging in the eight on site monitoring wells and quarterly sampling of monitoring wells MW-6 and MW-7 for chlorinity. Visual inspections of the mine are conducted on a monthly and quarterly basis. 2.0 Current Mine Monitoring Schedule Current monitoring of the mine includes monthly depth to water measurements, quarterly groundwater sampling of MW-6 and MW-7 for chlorinity and quarterly reporting of the groundwater quality data along with the monthly depth to water data. In addition, rainfall amounts are researched from local weather station data and presented in each report. 3.0 Dewatering The dewatering pump is capable of pumping 3,000 gallons per minute (gpm) for a maximum of ten hours per day for a total maximum discharge volume of 1.8 million gallons per day. The.pump withdraws water from the pit from'a 24 inch corrugated metal pipe (cmp).and'disposes water into a 16 feet wide drainage ditch as permitted. The water moves north along the ditch/canal and into adjacent wooded areas of the property. There are functioning check dams installed that are inspected on a periodic basis. While the maximum one day discharge is 1.8 million gallons, the pump is realistically only operated every other day when the mine is in full operation. The pond is lowered only enough (maximum 15 feet below ground surface) to allow the dredge to reach the maximum permitted mine depth of 60 feet. 4.0 Proposed Groundwater Monitoring Strategy The current monitoring well network and monitoring strategy is geared towards evaluating the effect the mine dewatering operation may have on underlying aquifer characteristics. To ascertain the potential effect that dewatering of the expanded mine pit may have on area wetlands, a series of shallow monitoring wells (three) are proposed to be Griggs Pit Sand Mine 27-24, NCG020143 Currituck County North Carolina installed in locations as shown on the attached site plan (generally between the pit and nearest location of wetlands) prior to the beginning of mine expansion activities below the water table. Pressure transducers will be installed in the three shallow wells for the first month to monitor and evaluate water levels and determine seasonal high water table elevations. The transducers will be programmed to take a reading every six hours. Subsequently, these wells will be measured for depth to water on a monthly basis along with the eight existing monitoring wells that are currently being monitored (MW-1 through MW-8). In addition to depth to water measurements, wetlands analyses will be performed by qualified environmental professionals in the general locations shown on the enclosed site plans. It is proposed that formal United States Army Corps of Engineers Data Forms (copy attached) be filled out for each of the locations as a baseline prior to the expansion of the mine excavation area. Wetlands analyses will occur on a quarterly basis and in conjunction with the current chlorinity sampling. Sampling points will encompass a roughly 3 meter diameter area (USACE standard review area) centered around the sampling points (shown on the attached site plan as well locations). Wetlands will be evaluated for the following criteria quarterly. A standardized form summarizing each sampling location will be executed for each sampling event (copy attached) and submitted quarterly: L Date 2. Weather 3. Soil odor/color (Mansell) and comments All of the groundwater, rainfall, pumping amounts and wetlands monitoring data will be presented in a comprehensive and concise summary on a quarterly basis. Each quarterly report will include a Conclusions and Recommendations section prepared by a licensed environmental professional. The data will be evaluated to determine if the mine dewatering is having an adverse impact on area wetlands with regards to the three USACE wetlands criteria Soils, Hydrology and Vegetation. Please note, the wetlands located to the east of the project area are tidally influenced by waters of the Currituck Sound. Mine dewatering activities are not expected to negatively impact the tidally influences wetlands or their habitat function. 5.0 Hydrology Maintenance and Monitoring/Monitoring Schedule The proposed monitoring schedule is hydrology data collection monthly, chlorinity and wetlands analyses quarterly and all results and data presented quarterly. The schedule will coincide with the existing monitoring requirements and will include the components outlined in Section 4.0 above. Griggs Pit is an active mine ( NC DENR LQS Permit #27-04 with a most recent modification date of December 18, 2007 expires on December 18, 2017) that is permitted to dewater and dredge and sand to a maximum depth of sixty feet. This mod�ificat�io-iriv_olves the increase in active mine excavation area from the curren y permitted 42.96 acres to 5Z-.,3-6 acres (plea review the attached Mine Modification Site Plah for details). This expansion will require the relocation of an access road and associated Swale top provide continued access to the cemetery located within the Permit Boundary. There are no other changes proposed, and the current mine permit and all of its conditions will continue to remain in effect. Existing The site currently consists of a 42.9 acre active excavation area with a maximum allowed excavation depth of 60 feet. The mine operator is permitted to dewater to a maximum depth of 15 feet below surrounding ground elevation directly into the ditch along the eastern end of the excavation. The ditch moves water to the north and east into the adjacent Gallop Marsh and waters of the Currituck Sound. The 16 feet wide ditch (canal) has several functioning rip rap check dams and appears to be functioning as designed. Proposed This modification request is for the expansion of active mine excavation by 13.65 acres. This expansion will create a need to relocate the current road used to gain access to the on site cemetery as well as the dewatering pump and discharge. In addition, a section of berm will be created to obstruct the view of the mine from adjacent properties and to prohibit unauthorized entry to the site. All of the proposed and requested changes are shown on the attached site plan dated July-20, 2011 and titled Griggs Pit Mine Modification Request. The method of disposal shall be consistent with the approved reclamation plan. The inspection revealed that waste material, such as concrete, asphalt and rubble, that was generated outside the mining permit boundaries is being deposited within the permit boundaries without approval from the Department. 3. (Additional) Operating_ Condition No.13.: The Operator shall notify the Department in writing of the desire to delete, modify or otherwise change any part of the mining, reclamation or erosion/sediment control plan contained in the approved application for a mining permit or any approved revisions to it. Approval to implement such changes must be obtained from the Department prior to on -site implementation of the revisions. The permittee did not notify the Department in writing of its desire to modify Mining Permit No. 27-24 to allow the disposal of off -site generated waste material within the mining permit boundary. In order to bring this site into compliance, the following corrective actions must be A. Immediately cease dewatering the active mine area until the water level in the mine excavation is less than or equal to 25 feet below the average natural ground surface. B.
