Would the request for modification in the applicability of their current NCG030000 COC be correspondence on company letterhead summarizing their situation that they would submit to Central Office along with the rescission request or submitted separately? I recommend that they submit a rescission request for the individual permit explaining the reason and include a timeline for updating their comprehensive SPPP and sampling requirements under NCG030579 accordingly. They also need to request a modification in the applicability of their current COC to include this site and provide outfall information. It's important that they review the information for the current NCG030579 and determine what should be updated (i.e., facility address or name) to be more accurate (see attached). In our rescission approval letter, we would also acknowledge the modification of NCG030579 to include both sites and send a new COC if needed. I have copied Suzanne McCoy for future reference since she'll see that request come in. Mike, do you agree? The facility has not submitted a renewal application due to the fact that a portion of their industrial activities ceased in 2017 as indicated in the e-mail below. They ceased aluminum die casting, which I believe triggered the individual permit in the first place (as opposed to coverage under the NCG030000 General Permit). I met with facility personnel at the site earlier today, initially to determine applicability for submission of a No Exposure Certification application. We also discussed the possibility of extending coverage under the NCG030000 General Permit, which is in place for the adjacent Schindler Escalator Plant under COC NCG030579. As indicated on the attached Sampson County GIS map where I have identified each facility, both plants are located on a single parcel owned by the Schindler Corporation. Essentially, they want to allow their individual permit for the Step Plant to expire and then they would follow the conditions of the existing NCG030000 General Permit coverage (NCG030579) for both plants. What would be the appropriate process for doing this? How should we/they proceed? I have copied facility personnel on this e-mail if you wish to reply all. Send all suspicious email as an attachment to Mr. Lawyer, On behalf of Schindler Elevator Corporation, I want to thank you for coming to our Step Plant facility today and reviewing the current operations to discuss potential options going forward concerning the Dec. 31, 2019 expiration of our Individual NPDES Permit NCS000309. As observed, the aluminum step die casting operation was eliminated in 2017. Current operations consists of some light machining, powder coating, and packaging for shipment escalator steps which are received from another Schindler facility. In addition, both locations Step Plant (821 Industrial Drive) and Escalator Plant (609 Industrial Drive) are now under one financial and management operation. The step plant is now considered a cost center of the escalator plant. Both facilities are on one parcel of land owned by the Schindler Elevator Company. In review of the permit a decision was made to allow the current permit to expire and submit an application for either a No Exposure Certification or to request approval combine both SWPPPs into one under the current requirements of the General Stormwater Permit (NCG030579) assigned to the Escalator Plant.
