The purpose of this inspection was to reinspect areas of concern from a previous inspection in September 2019. During the inspection, the cooperation of Lee Bowman, William Lamm, Chuck Donnell, and Kenny Harris was helpful and appreciated. Also present was John Sharp, the subcontractor for the irrigation system from Quality Landscaping. This compliance evaluation inspection consisted of the following: Non -discharge wastewater monitoring reports (NDMR), Non -discharge application reports (NDAR) and; On -site inspection of treatment components; Investigation of system operation to help determine the cause for numerous complaints that the DWR has received for the wastewater treatment plant and reclaimed water distribution system for Briar Chapel. ��� North Carolina Department of Environmental Quality I Division of Water Resources D ,._ Raleigh Regional Office 1 3800 Barrett Drive I Raleigh. NOV-2019-PC-0658 January 21, 2020 The odor control system at the headworks of the package plant appeared to be operational. The manual bar screens require frequent spray downs with hoses and frequent cleaning to keep them clear. It was explained that large amounts of food waste entering the system is one major contributor to odor at the plant. The screenings fall below into a large dumpster. The headworks of the plant are covered but the double doors on the building have a large gap at the top when the doors are closed. A strong odor was noticed coming from this area. DWR recommends modifying the door closure mechanism to reduce or eliminate this gap. This change may help reduce the amount of odor residents are concerned about. Water within the package plant was of normal color for domestic wastewater, however, excess foam was still present like what was observed on the September visit. A skimmer pipe in the clarifier was broken. It could not be determined if the ultraviolet lights were operational on one bank due to the display not working. Staff mentioned that the bank with the inoperative display was working, but half of the lights in that bank were inoperative. The composite effluent sampler thermometer indicated the sampler was just above freezing and some ice was observed. This should be corrected to prevent the sample from freezing. As in the previous inspection, the turbidimeter was flashing an error message consisting of an exclamation point flashing on the screen. A review of the instrument's user manual confirms this is indeed an error message and should be resolved. Following the previous inspection, Old North State Water Company indicated a technician from Delta Systems Environmental inspected this meter and reported it was functioning correctly at that time, however, an issue clearly still exists. A review of NDMR records since the September inspection finds that the issues noted have been corrected, the facility is using updated forms and is now reporting all required parameters for effluent sampling. Since the previous inspection, the facility has submitted NDMR's for PP1002, however the forms are blank. A review of NDAR forms indicate reclaimed water was distributed for conjunctive utilization. Water distributed for conjunctive utilization should also be reported on the NDMR for PPI002. The facility maintains numerous irrigation areas within the development. The areas observed during the inspection appeared to have an acceptable cover crop with no evidence of ponding or runoff. The following permit condition violations were noted during the January 10, 2020 follow-up inspection and records review: Ill. OPERATION AND MAINTAINANCE REQUIREMENTS Condition 1, which states that, "the reclaimed water generation and utilization facilities shall be properly maintained and operated at all times..." Numerous issues were observed in and around the package plant (see above). Please explain the reason for the issues observed during the inspection in your response to items 1-6 in the "REQUESTED RESPONSE" section of this Notice. IV. MONITORING AND REPORTING REQUIREMENTS Condition 4, which states that, "the Permittee shall monitor the reclaimed water from the generating facility at the frequencies and locations for the parameters specified...." Since the previous inspection in September 2019, the facility has not submitted data on form NDMR for PPI002 (Reclaimed Water Distributed for Conjunctive Utilization Phases I-E, 1-F, and 1-G). Water distributed for conjunctive utilization should also be reported on the NDMR for PP1002. If no flow occurred, indicate this on the form for PPI002. REOUESTED RESPONSE: 1. Please explain the presence of excessive foam that is still present at the wastewater treatment plant. 2. Please indicate when the skimmer pipe in the clarifier will be repaired. 3. Please ensure that the turbidity meter is operating properly and provide this office with proof the meter is functioning. The error message observed during the September 2019 inspection was still present during the follow-up inspection indicating there is an issue with the meter. 4. Please ensure the facility reports conjunctive reclaimed water distribution on form NDMR for PP1002. 5. Please explain why the ultraviolet light system currently has one half of one bank of lights inoperative. Please also explain when the display for that bank and the bulbs will be replaced or repaired. 6. Please describe efforts that Old North State Water Company has taken to address resident complaints about the wastewater treatment plant and the reclaimed water distribution system. This office requests that you respond to this letter in writing within 30 days of receipt. Your response should be sent to this office at the letterhead address. Your response should address the following items as noted above. Please include in your response all corrective actions already taken and a schedule for completion of any corrective actions not addressed. Failure to comply with conditions in a permit may result in a recommendation of enforcement action, to the Director of the Division of Water Resources who may issue a civil penalty assessment of not more that twenty-five thousand ($25,000) dollars against any "person" who violates or fails to act in accordance with the terms, conditions, or requirements of a permit under authority of G.S. 143-215.6A.
