Sullins, Director Division of Water Quality January 8, 2008 Subject: Authorization to Construct Concrete Supply Co. — Croft plant NCG140053 Mecklenburg County The Division of Water Quality (DWQ) received your request to construct stormwater and wastewater controls at the subject facility on November 7, 2006, and again with revisions on November 14 and 27, 2006. In accordance with your request, you are authorized to construct the approved control facilities, effective today. I apologize for the lengthy delay on my desk. - I understand from Samar Bou-Ghazale that some portion of the proposed facilities has already been constructed. Authorization is hereby granted for the construction and installation of: a runoff diversion channel, a lift station, a four -bay recycle system, an earthen retention basin, and other related incidental features, all in the configuration and location shown on the approved plan and details, and in accordance with the design narrative and calculations submitted. You must notify DWQ's Mooresville Regional Office supervisor, telephone number (704) 663-1699, at least 48 hours in advance of operation of the finished facilities so that regional office staff can conduct an in -place inspection prior to any wastewater discharge. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding state holidays. Upon completion of construction and prior to operation of the authorized controls; you must submit a certification from a professional engineer certifying that the controls have been constructed and installed in accordance with the NPDES permit requirements in NCG140000, the Certificate of Coverage NCG140053, this Authorization to Construct, and the approved site plan, details, and design narrative. Please mail the engineer's certification to DWQ Stormwater Permitting Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617. Our Authorization to Construct is subject to revocation unless the control facilities are constructed in accordance with the approved site plan, details, and narrative. The stormwater �1ef runoff collected in this area will not require pH adjustment prior to release due to the nature of the material stored in this area not significantly altering the pH of the rain water. We understand that the discharge from the Retention Basin must remain with in the pennit limits (pH 6-9) . The stornwater runoff from this area will flow via gravity feed to the Retention Basin via a channelized area between the property boundary and the drum washout and setting basins, structure. Drainage area DA-2 (non -process) consists of 14,900 sq. ft. and consist primarily of the office building, parking and driveway. This area will not require adjustment for solids or pH due to the area not containing materials that will detrimentally impact the stornwater runoff charcteristics. This area is contained by natural topography, constructed berms, concrete stem walls, and concrete surface diversion channels. The stornwater runoff from t1Tis area will converge at the most down gradient location on the east side of the site and discharge through a rip -rapped channel to reduce the runoff velocity and scouring/crosion potential. Drainage area DA-3 (process) consists of 23,030 sq. ft. and is designated as the primary process area where concrete is batched, admixtures are stored,'drum washout, truck wash down and bounded by the natural topography, curbing, concrete surface drainage diversion channels, and Drum Wash Out/Settling treatment structure for sediment removal and pH adjustment. The positioning of the surface diversion swales keep the process waters from co -mingling with the runoff from parking areas and aggregate storage areas. Water from the clear well (polishing) will be used for, drum washout, truck washdown, and has the ability to reuse the water in batching ; from the sediment basin, the pH clear well as well as the Retention Basin Discharge from the pH clear well will be via manual discharge and done so only after a pH of 6 to 9 is verified by on -site personnel. This system per form s"automatically adjusts the pH levels and allows for automatic discharge. However, the treated water will be manually discharged into the retention basin as -needed for capacity purposes and only after the pH has been determined to be within permit limits. Site Design Parameters: Each Retention Basin and Process Washout Pit/Treatment basin is designed to accommodate all process related discharge water and stormwater runoff for a 25-year, 24-hour storm event and maintain minimum freeboard capacity as required by statute and engineering practice (1 —ft minimum). The proposed design improvements significantly reduce runoff of sediment and the elevated pH process waters are being retained on site for treatment/reuse. The supporting calculations depict the total possible water to be contained (process and runoff) accounting for no losses. At the Owners discretion in order to provide operational flexibility and potential production ✓ increases the retention and treatment capacities may be increased where possible. Curbing- As designated per drawing (concrete) with a minimum height of 5 inches. Diversion Drainage Channel- Designed as two concrete structures as depicted on the attached drawing "Surface Flow Control Swale". The diversion drainage channel is to collect and divert runoff which has not been treated and assist in regulating the pH and sediment in the final clear well or retention basin as depicted on the site drawing. pH Adjustment- Fortrans pH Control System with a treatment capacity of 75,000 gallons per day and by utilizing multiple systems sequentially the capacity my be increased accordingly. Discharge pH will be between G and 9 per NCG140000. pH Treatment/Sediment Basins - Cast concrete per drawings to accommodate process water and runoff for settling and pfl adjustment. Each bay is (clearwell/polishing/washout and pretreatment/settling bays) with capacities as noted on the attached calculations sheet. These dimensions allow of one foot of additional freeboard at designed capacity. Retention Basin- See attached basin sizing calculations and table for verifications along with the attached typical Retention Basin Design. These volumes allow for volume of permanent pond and for the designed storm event and freeboard. The design parameters are based on generally / accepted engineering practices providing minimum 3:1 to 4:I length to width aspect ratios for ✓ sediment settling (avoiding "short-circuiting").
