ARO finds the best option to be collection of stormwater and discharge to the sanitary sewer. Please see my comments from the 7/31 email to you. Based on discussions with LQ and DWR staff, the following comments were generated: 1. Spruce Pine has a sanitary sewer line in this area. Serious consideration should be given to connecting the oil/water separator to this line. Historic , discharges from w_separators have not been allowed under NY CG 8. 2. With 1M gallon storage of petroleum does facility have approved SPCC plan and/or a Facility Response Pian. 3. Currently, North Toe is impaired for turbidity. Also, North Toe is classified C;Tr. All efforts should be made to reduce the sediment that leaves the site as the North Toe is approximately 75' away (per Google Earth). Thank you for reconsidering the comments sent. How is your new person, Stan? Have you shown him the ropes yet! Thanks for doing a site visit and letting me know of the outcome. Sorry for my late response. Since you do not have any objection to allowing coverage for CSX Spruce Pine permit under NCG080940, we will continue with their application. ARO can send a follow up letter to your inspection to CSX with non -binding recommendations concerning their storm water management. Once under the permit, CSX will have to follow their SPPP and monitor their site twice per year. Did you get a chance to visit the Bostic Rail yard in Rutherford Co? After visiting the site and seeing the proximity of the North Toe River C;Tr, ARO would encourage the consideration of other options with regard to the storm water management at the site. (e.g. direct o/w separator to ss and dike site with stone and allow storm water to penetrate the pervious gravel lot.) Please see the attached pictures that show site features to include the proximity to the River and the proximity to what appears to be a ss pump station.
