Please also include a letter that requests the NCG030210 COC be rescinded upon approval of coverage under NCG06 (and note that other permit on the NOI form as well). We typically work with the RO when processing those applications, and Dave Parnell will be familiar with the site. If we review the info. on the NOI and find that a General Permit isn't appropriate, we will notify you —but from what you have sent, I think that is the permit this facility should have had all along. It would be helpful to include the MSDS and information you sent along with that NO1 application (you could just include a copy of this email). The fee that should be included is $100. This site has pretty much done the same thing since its inception. bioMerieux purchased the technology from Organon back in 2001 and continued to manufacture the catalog. Our process fills blood culture bottles with media and resin ( I have attached an MSDS of the product). Basically we purchase "plastic" bottles from a molding company and then cure a silicone sensor to the bottle and fill it with the broth media. The amount and type of media that goes into the bottle depends"on the product number we are running. The majority of the media broth is USP-Water. Below is an example of the product; our production goal is to manufacture-400,000 bottles a day across our two main lines. All of our manufacturing processes, raw materials and equipment storage take place under roof. I'm sure at some point more detail will be necessary and I will be happy to provide. Do you mean SIC 2835, instead of 2735? 1 couldn't find a 2735. But 2835 sounds like it matches your description (In Vitro and In Vivo Diagnostic Substances). That doesn't sound like metal fabrication at all. I pulled the file and saw that in 2001 the permit was transferred from Organon Teknika Corporation. Maybe they were metal fabricators, and this activity that took over at the site was very different? Or has it changed since then? We do offer General Permit NCG060000 (Food and Kindred) that includes the category 283 (Drugs). We would have to review the details of what you all do at your facility before approving coverage under that General Permit or advising you to apply for an individual permit. Can you give me more details about what you all do? Once we establish that NCG06 is appropriate, 1 would advise you all to (1) submit an NOI for coverage under NCG06, along with a letter instructing us to (2) rescind NCG030210 once a new permit is issued. Records shall be maintained for a period of five years. 3.2.3 Best Management Practice (BMP) Summary [Part II, Section A.2:c] The bioMerieux facility currently has many best management practices (BMPs) in place to reduce the potential of pollutants reaching stormwater. A listing of these BMPs is provided below with a description of the rationale for installation and implementation of the selected site BMPs. The BMP summaries are reviewed and updated annually. General Practices / Good Housekeeping Those areas of the facility that may contribute pollutants to stormwater are maintained in a clean, orderly manner. Waste is collected in dumps ters /compactors or stored within designated, covered areas. Waste materials are collected for disposal on a regular basis. Floors and ground surfaces are swept and/or cleaned on a regular basis, and all employees are trained in basic clean up procedures. The material storage areas are properly maintained, and all containers are labeled with the name, expiration date, health hazards, and first aid information. Outside areas with indistrial activities are routinely inspected, and any identified issues are promptly corrected. Spill prevention and cleanup procedures are discussed periodically during safety committee meetings and are communicated regularly by supervisory personnel to ensure that the procedures are understood. Inspections In addition to the regular inspections of plant systems and equipment, inspections of the potential pollution sources, their surrounding areas, and the stormwater drainage system will be conducted on a scheduled basis. Site -specific inspection information is discussed in Section 3.5. Copies of the completed forms will be maintained on -site for a minimum of 5 years. The goal of these regular inspections is to confirm that chosen BMPs for stormwater pollution prevention are in place and working properly. ERM NC, INC. 3-7 Materials Storage bioWrieux encourages proper material storage to prevent the release of materials and pollutants that may cause stormwater runoff pollution. Proper storage techniques include: • Store materials inside of the facility: • Store materials so that there is adequate aisle space to facilitate material transfer and inspections. Utilize secondary "containment when appropriate. When appropriate and/or otherwise required, post signs or placards on the periphery of the maintenance area and other storage areas to indicate the hazards associated with the materials stored withiri. • Store containers, drums, and bags away from heavy traffic routes to minimize accidental spills. • Store containers according to the manufacturer's instructions to avoid damaging the containers from improper weight distribution. When possible, containers will be stored on pallets to prevent corrosion of the containers. Corrosion can result when containers come in contact with moisture on the ground. Sediment & Erosion Control Erosion is minimized through the use of riprap-lined drainage ditches with riprap velocity buffers. Developed portions of the site are landscaped with a vegetative cover or other erosion -control covering. The facility grounds are inspected on a regular basis to ensure no bare areas develop, that riprap remains in place, and that eroded areas do not develop. Fuel Oil Storage Tank The fuel oil storage tank is equipped with a 12,150-gallon capacity secondary containment basin with a drain that is operated by a locked gate valve. The water that accumulates in the secondary containment basin is inspected and results are recorded prior to releasing the contents. The fuel feed line to the building consists of flexible, double -walled piping and is equipped with an interstitial moivtoring system. A large, open, plastic container is located under the fill line connection to collect drippings that occur during connection and disconnection to the tanker truck. A SpilI Response Kit, which includes various absorbent materials, is located in the immediate vicinity of the secondary contaiiu-nent area for quick and easy access Access to the fuel oil storage tank area is also limited by a locked chain - link fence. ERM NC, WC 3-8 Tank Truck Offloading Area The tank truck offloading area is underlined with a grated drainage catch basin that drains to two subgrade 1,900-gallon capacity concrete basins. The combined capacity of the two basins exceeds the maximum allowable capacity of one compartment of a fuel tanker truck (2,500 gallons). The basins are equipped with manual drain valve that are maintained in a closed and locked position. The contents of the basins are inspected prior to discharge and recorded per the SPCC PIan. In the event of a spill, the contents will be pumped out and disposed of in a proper manner. Tank truck offloading procedures are clearly posted at the offloading area. bioWrieux provides offloading training to the delivery personnel using the Loading/ Unloading Standard Operating Procedures presented in the SPCC PIan, A Spill Response Kit, which includes various absorbent materials, is located in the immediate vicinity of the refueling area for quick and easy access. Access to the tank truck offloading area is limited by a locked 6-foot high chain -link fence. Emergency Generators Emergency generators DG-1 and DG-2 are positioned within a common concrete secondary containment structure with a capacity in excess of 11.0% of the largest tank contents. Emergency generator DG-3 is double walled and placed within a concrete secondary containment structure for added capacity. Each containment area includes a manually operated drain valve that is maintained in a closed and locked position. Any captured stormwater is inspected for signs of impacts or a release and then manually discharged. The inspection procedures and record forms are presented in the SPCC Plan. A Spill Response Kit, which includes various absorbent materials, is located in the immediate vicinity of the generators. Shipping and Receiving The shipping and receiving. area is covered by an overhang and is cushioned to form a weather seal around the vehicle. These measures minimize the exposure to stormwater. There is also a Spill Response Kit located in the area which contains absorbent materials to be used in case of a leak or spill. ERM NC, INC. 3-9 Solid Waste f Recycling Area The trash compactors are enclosed and covered units, thereby minimizing exposure to rainwater. The metal recycling roll -off container is open topped. Rainwater could potentially come in contact with residual chemicals from the metal drums and there drain from the lowest point of the unit. Rubber curbing is installed around the metal recycling area to. capture stormwater that has come in contact with the contents of the unit. Accumulated stormwater is inspected for indications of impacts (sheen, discoloration, foaming, etc.) before being released. Preventative Maintenance Preventative maintenance involves examination of facility equipment and systems to ensure that all systems are working properly and to identify conditions (i.e. cracks, leaks, corrosion) that could cause equipment breakdowns. Identified issues are promptly corrected by adjustment, repair, or replacement of worn parts before the equipment or systems fail. This would include maintenance of the storm water drainage system. The goal of this program is to identify conditions such as cracks or slow leaks that could cause breakdowns or failures that result in discharges of pollutants to storm sewers and surface waters, bioMerieux's preventative maintenance program provides a certain degree of environmental protection. These practices, described below, have been and will continue to be evaluated and modified as required. bioWrieux's preventative maintenance program includes the following activities: • Identification of equipment and systems to which the program should apply by analysis for potential failures and release of hazardous substances. • Periodic inspections and testing of such equipment and systems. • Appropriate adjustment, repair, or replacement of parts and equipment. • Maintenance of complet&records on deficiencies. • Spill Prevention and Response All employees working in areas in which a spill could occur, not just those on the spill response team, should be aware of what to do if a spill occurs. Please also include a letter that requests the NCG030210 COC be rescinded upon approval of coverage under NCG06 (and note that other permit on the NO1 form as well). We typically work with the RO when processing those applications, and Dave Parnell will be familiar with the site. If we review the info. on the NO1 and find that a General Permit isn't appropriate, we will notify you --but from what you have sent, I think that is the permit this facility should have had all along. It would be helpful to include the MSDS and information you sent along with that NO1 application (you could just include a copy of this email). The fee that should be included is $100. This site has pretty much done the same thing since its inception. bioMerieux purchased the technology from Organon back in 2001 and continued to manufacture the catalog. Our process fills blood culture bottles with media and resin ( I have attached an MSDS of the product). Basically we purchase "plastic" bottles from a molding company and then cure a silicone sensor to the bottle and fill it with the broth media. The amount and type of media that goes into the bottle depends on the product number we are running. The majority of the media broth is IJSP Water. c Below is an example of the product; our production goal is to manufacture—400,000 bottles a day across our two main lines. All of our manufacturing processes, raw materials and equipment storage take place under roof. I'm sure at some point more detail will be necessary and I will be happy to provide. Do you mean SIC 2835, instead of 2735? 1 couldn't find a 2735. But 2835 sounds like it matches your description (In Vitro and In Vivo Diagnostic Substances). That doesn't sound like metal fabrication at all. 1 pulled the file and saw that in 2001 the permit was transferred from Organon Teknika Corporation. Maybe they were metal fabricators, and this activity that took over at the site was very different? Or has it changed since then? We do offer General Permit NCG060000 (Food and Kindred) that includes the category 283 (Drugs). We would have to review the details of what you all do at your facility before approving coverage under that General Permit or advising you to apply for an individual permit. Can you give me more details about what you all do? Once we establish that NCG06 is appropriate, I would advise you all to (1) submit an NOI for coverage under NCG06, along with a letter instructing us to (2) rescind NCG030210 once a new permit is issued.
