Wesleyan Blvd Rocky Mount, NC 27804 Subject: Request for Regulatory Relief from Monthly Monitoring Honeywell International, Inc. - Rocky Mount facility General Permit NCG030000, Certificate of Coverage NCGO30043 Nash County Dear Mr. Lavin: John E. Skvarla, III Secretary The purpose of this letter is to inform you that the Division of Energy, Mineral and Land Resources (DEMLR) is hereby granting your request for regulatory relief at the subject facility in the form of a collapsed Tier Two - Tier Three response. Upon receipt of this letter, Honeywell International, Inc. may resume semi-annual analytical monitoring for the remainder of the current permit term. Your current permit is set to expire on October 31, 2017. This decision applies only to the copper and zinc benchmarks. A benchmark exceedance of any other parameter listed in your permit will trigger the tiered response actions as described in the general permit. Please keep in mind that benchmark exceedances are not limit violations or violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit. The decision to grant your request for relief from Tier Two - Tier Three response was based on a review of information provided to DEMLR in an email dated October 28, 2014 from Mr. Chuck Hoffman, Project Geologist with Mid -Atlantic Associates, Inc and previous discussions with you and Mr. Hoffman concerning exceedances of the benchmark values for zinc and copper at Outfall No. 1. Information provided included a narrative description of the actions Honeywell has taken in accordance with Tier One response requirements, as well as analytical monitoring data collected at five additional on -site locations. DEMLR is satisfied that Honeywell has responded in accordance with the Tier One requirements and other conditions of the NCG030000 General Permit. It is also notable that zinc and copper levels from all sampling locations. including Outfall No. I, were below the revised copper and zinc benchmark values that DEMLR began incorporating into NPDES industrial stormwater permits issued on or after January 1, 2014. For permits issued on or after January 1, 2014, the benchmark value for zinc is 0.126 mg/I and the benchmark value for copper is 0.010 mgll. These values were revised to be consistent with the most recent EPA National Recommended Water Quality Criteria (Acute) for dissolved zinc and dissolved copper, then translated to total recoverable metal values for NPDES permitting purposes. We anticipate incorporating these revised benchmark values into General Permit NCG030000 upon renewa[ in 2017. Division of Energy, Mineral and Land Resources Land Quality Section Fayetteville Regional Office, 225 Green Street - Suite 714, Fayetteville, North Carolina 28301 Phone: 910-433-3300 / FAX: 910-486-07071 Internet: hftp:llpgrtal.ncdenr.orglvveb/Ir/ An Equal Opportunity 1 Affirmative Action Employer - 50% Recycled 110% Post Consumer Paper As part of your request, you offered to continue sampling for all parameters at the additional five on -site locations on a semi-annual basis during 2015. While this could provide useful information, particularly in the event that zinc and copper levels exceed our revised benchmarks at Outfall No. 1, you are not required to sample these additional locations as a condition of this approval. You must notify this office in writing within five business days if you become aware of any significant source of copper or zinc at your facility that has the potential to be exposed to stormwater. The relief granted in this letter is contingent upon the current industrial practices at Honeywell International, Inc. — Rocky Mount. If industrial practices change, and copper or zinc becomes a significant storm water exposure risk, DEMLR reserves the right to withdraw this decision and reinstate the permit -specified tiered response or other actions that may be warranted by the new circumstances. Please retain and append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit. Wesleyan Blvd Rocky Mount, NC 27804 Subject: Request for Regulatory Relief from Monthly Monitoring Honeywell International, Inc. - Rocky Mount facility General Permit NCG030000, Certificate of Coverage NCG030043 Nash County Dear Mr. Your current permit is set to expire on October 3 I, 2017. This decision applies only to the copper and zinc benchmarks. A benchmark exeeedance of any other parameter listed in your permit will trigger the tiered response actions as described in the general permit. Hoffinan concerning exceedances of the benchmark values for zinc and copper at Outfall No. It is also notable that zinc and copper levels from all sampling locations, including Outfall No. 1, were below the revised copper and zinc benchmark values that DEMLR began incorporating into NPDES industrial stormwater permits issued on or after January 1, 2014. For permits issued on or after January 1, 2014, the benchmark value for zinc is 0.126 mg/1 and the benchmark value for copper is 0.010 mgA. These values were revised to be consistent with the most recent EPA National Recommended Water Quality Criteria (Acute) for dissolved zinc and dissolved copper, then translated to total recoverable metal values for NPDES permitting purposes. We anticipate incorporating these revised benchmark values into General Permit NCG030000 upon renewal in 2017. Division of Energy, Mineral and Land Resources Land Quality Section Fayetteville Regional Office, 225 Green Street - Suite 714, Fayetteville, North Carolina 28301 Phone: 910-433-33001 FAX: 910-486-07071 Internet: hnp:llportal.ncdenr,orplweb/Irl An Equal Opportunity I Affirmative Action Employer - 50% Recycled 1 10% Post Consumer Paper As part of your request, you offered to continue sampling for all parameters at the additional five on -site locations on a semi-annual basis during 2015. While this could provide useful information, particularly in the event that zinc and copper levels exceed our revised benchmarks at Outfall No. I, you are not required to sample these additional locations as a condition of this approval. You must notify this office in writing within five business days if you become aware of any significant source of copper or zinc at your facility that has the potential to be exposed to stormwater. The relief granted in this letter is contingent upon the current industrial practices at Honeywell International, Inc. — Rocky Mount. If industrial practices change, and copper or zinc becomes a significant stormwater exposure risk. DEMLR reserves the right to withdraw this decision and reinstate the permit -specified tiered response or other actions that may be warranted by the new circumstances. Please retain and append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit. If you have any questions or concerns, please contact Julie Ventaloro at telephone number (919) 807-6370 or by email *ulie.ventaloroRe ncderingov. Sincerely, for Tracy E. Davis, P.E..
