The assistance provided by Mr. Earl Campbell, the Maintenance Manager, was greatly appreciated. The inspection report is attached. Findings during the inspection were as follows: 1. Certificate of Coverage (COC) No. NCG050393 of NPDES general permit NCG050000 was issued'to Vescom to discharge stormwater runoff to Nutbush Creek, a Class-C stream, in the Roanoke River Basin. 2. The COC was issued on October 22, 2010. The facility has not developed and implemented a Stormwater Pollution Prevention Plan (SPPP). 3. The facility conducted qualitative monitoring at Stormwater Discharge Outfall No. 1 as required by the permit. A new building was built in August 2011 with a new Stormwater Outfall; the facility had not conducted monitoring at the new outfall. 4. Both stormwater outfalls were observed during the inspection, which were accessible and well maintained. 5. The facility has submitted application for a No Exposure Exclusion from Permitting. Should the application be approved by the Division, the current COC should be rescinded; otherwise, the facility must conduct monitoring, develop and implement a SPPP, as required by the General Permit. On October 20, 2010, I, Cheng Zhang of DWQ Raleigh Regional Office visited the subject facility. Following observations were made. The applicant did not know the location of the stormwater discharge outfall mentioned in the NOI. After a walk-through, I found that a shallow concrete Swale on the south side of the facility that collected stormwater from the parking lot in front of the building and roof (through gutters on the south side of the building), the swale ended in thick brushes. This was the only possible stormwater discharge point that I could identify. There were no stormwater collection structures (drains, sumps, ditches, or swales) other than the swale. Stormwater leaves the facility',s east boundary mainly via sheet flow. I observed some finished product (vinyl wall paper rolls) (stretch wrapped) stored in part of the concrete paved area behind the building. I was told that was product with defects/lesser quality and hauled away periodically. Quality product was stored in door. I also saw some empty totes/containers, piles of wood pallets, and used machinery/equipment stored in the corner of the asphalt paved area behind the building. There was a dumpster attached to the back of the building containing solid waste produced at the facility. I was told that all waste ink was kept in the building and disposed of by a contractor. Based upon the above observations, here are some of my thoughts: 1. Does the facility need a COO Stormwater discharge via the swale has no interaction with the production process (raw material, final products, etc.). Stormwater exposed to the final product stored in the backyard probably leaves the facility via sheet flow. 2. The facility may qualify for a No Exposure Certification. 3. It does not concern me if the permit writer considers that a COC be issued. In this case, the facility needs to evaluate all stormwater discharge points thoroughly in order to develop and implement a Stormwater Pollutant Prevention Plan.
