(ESI), on behalf of Tipper Tie, Inc., is providing written notification that there have been four sampling events where the Benchmark Values specified in the facility's stormwater permit NCG03281 have been exceeded. The following is a timeline of the monitoring completed: • Semi-annual sampling April 4, 2013 — Copper & Zinc concentrations at SDO-1 (Copper 0.016 mg/L and Zinc 0.135 mg/L) exceed the Benchmark Values. • Semi-annual sampling November 26, 2013 — The Zinc concentration (0.170 mg1L) at SDO-1 and Copper (0.183 mg/L) and Zinc (0.0884 mg/L) concentrations at SDO-2 exceeded the Benchmark Values. • Tier two monthly monitoring began in January 2014. • January 2014 monthly monitoring — No discharge during this sampling period. • February 2014 monthly monitoring — No discharge during this sampling period. • March 2014 monthly monitoring — No discharge during this sampling period. • April 3, 2014, ESI personnel collected samples from the dry accumulated soil in the stormwater inlets for SDO-1 and SDO-2. The samples were analyzed for leachable concentrations of Copper and zinc. The concentration of leachable Copper from the SDO-1 sample was the only one above the Benchmark Value. • April 7, 2014 monthly monitoring — Copper (0.0096 mg/L) and Zinc (0.259 mg/L) concentrations at SDO-1, and the Copper (0.0102 mg/L) at SDO-2 exceeded the Benchmark Values. • On May 16, 2014, Drain Express mobilized to the facility to flush all sediment from the stormwater inlets and the drain pipes from the inlet to the outfall. All soil was flushed from the inlets and pipes with clean water until the discharge was clean and free of sediment. • On May 20, 2014, after the inlet flushing, ESI personnel installed FiltrexxTM filter pillows with MetaLoxxT"' in each inlet to treat stormwater prior to reaching the outfalls. l • May 2014 monthly monitoring — No discharge during this sampling period. • June 2014 monthly monitoring — No discharge during this sampling period. • July 21, 2014 monthly monitoring — *No concentrations at SDO-1 or SDO-2 exceeded the Benchmark Values. • August 2014 monthly monitoring — No discharge during this sampling period. • September 24, 2014 monthly monitoring Copper (0.191 mg/L) and Zinc (0.127 mg/L) at SDO-1 and Copper (0.0231 mg1L) and Zinc (0.151 mg1L) at SDO-2 exceeded the Benchmark Values. The laboratory data was received October 1, 2014. The September 24, 2014 data was the fourth exceedance of the Benchmark Values. As noted in the timeline, in May 2014, Tipper Tie, Inc. authorized the flushing of the stormwater inlets at SDO-1 and SDO-2 to remove soil that had accumulated in the inlets and drain pipes. Treatment pillows were installed in the inlets to remove metals prior to reaching the outfalls. The July 21, 2014 monthly monitoring did not indicate concentrations above the Benchmark Values in SDO-1 and SDO-2. But, during the September 24, 2014 monthly sampling, Copper and Zinc concentrations at both SDO-1 and SDO-2 exceeded the Benchmark Values. Tipper Tie, Inc. manufactures aluminum ties and does not use Brass, Copper or Zinc in their process. The source of the Copper and Zinc in the sites stormwater is unknown, but may be associated with the facility's galvanized gutters located on the building or some other unknown non -process source. The stormwater outfall discharge points on the Tipper Tie, Inc. facility are located at least 300 feet from the closest surface water body (onsite pond). Stormwater discharge travels along the ground through a heavily wooded area where a majority is absorbed into the ground and never reaches surface water. As such, Copper or Zinc noted at SDO-1 and SDO-2 would likely be absorbed into the ground and would not reach surface water. The first sample period of your permit begins January 1, 2013, Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C. A lower TSS benchmark of 50 mg/I for HOW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm Event." The following observations were made: 1. The Tipper Tie Incorporated is located at 2000 Lufkin Rd., Apex, NC. The facility discharges into the receiving waters designated as an unnamed tributary to Middle Creek in the Neuse River basin. 2. The facility had the majority of the components needed for the Stormwater Pollution Prevention Plan (SP3). The SP3 included: a detailed site map with labeled stormwater outfalIs, a list of potential contaminants, a spill and response plan, a narrative describing BMPs, and a contact list of whom to contact in an emergency. The facility is lacking a Preventative Maintenance and Good Housekeeping Program. Please add this to your SP3. This was discussed with Mr. Downs during the inspection. 3. The SP3 is to be reviewed and updated annually. Please refer to Part 11, Section A, 7 of your permit. 4. Qualitative and quantitative inspection records were available for review and appeared complete. All three outfalls were observed during the inspection. The overall condition of Tipper Tie Inc. is compliant with Division standards. This permit expires on August 31, 2002, The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by late summer of 2002. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated December 6, 1983. The following information is included with your permit package: ■ A copy of the stormwater general permit. ■ A Stormwater Pollution Prevention Plan Certification Form. This form certifies that you have developed and implemented the Stormwater Pollution Prevention Plan (SPPP) required in your permit. This form must be completed and returned to the Division within 30 days of receipt of this letter. DO NOT send the SPPP with the signed form. ■ Five copies of Analytical Monitoring forms. ■ Five copies of Qualitative Monitoring forms. ■ A copy of a Technical Bulletin on the stormwater program with outlines program components and addresses frequently asked questions. ■ A corrected Certificate of Coverage if you indicated a name or address change on the Renewal Form returned to the Division. Your certificate of coverage is not transferable except after notice to DWQ. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by DWQ or permits required by the Division of Land Resources, Division of Air Quality, Coastal Area Management Act or any other Federal or Local governmental permits that may be required.
