On November 15, 2019, Michael Smith from the N.C. Department of Environmental Quality,
Division of Energy, Minerals and Land Quality conducted a follow-up site inspection regarding
stormwater controls for Wendy's and Retail Shops in Cashiers, N.C.
Enclosed is a copy of the Compliance Inspection Report, which contains additional observations
and comments for your reference. In addition to the inspection report, a copy of the "Stormwater
Wetlands" Maintenance Activities from the construction plan sheets and a copy of State
Stormwater Permit S W 1070701 are included. Both of these documents provide more detail of
the required maintenance activities required to maintain this stormwater control device. Please
provide a copy of these requirements to the person charged with maintaining this control
measure.

This schedule of maintenance for the Stormwater Detention Pond was copied from page 10 (Final
Erosion Control Plan) of the Site Development Plans for Wendy's and Retail Shops Village of
Cashiers. This plan, dated 9/20/2007, was prepared by Ms. Claire Wolfson, P.E. of Aquaterra
Engineering and is maintained on file at the NC DEQ Regional Office.
In addition to the attached schedule of maintenance for this site, a copy of State Stormwater Permit
SW1070701 is included with this inspection report.
Please pay particular attention to Section Il, Notes 3 and 4 of the permit describing semi-annual
inspections, maintenance requirements, and record keeping.
During the inspection, records of maintenance were not examined. Please note that records of
maintenance activities must kept and be available for inspection by authorized personnel of the North
Carolina Department of Environmental Quality.
These records will indicate the date, activity, name of person performing the work and what actions
were taken.
