Permit This compliance inspection used the previous NPDI?S permit that expired on July 31, 2009 in order to judge the compliance of 2009 analytical data. Beginning in 2010 you will be required to perform Total Petroleum Hydrocarbons semi annually as required in the new permit that expires on September 30, 2014. Sullins, Director Division of Water Quality Subject: General Stormwater Permit Inspection — NPDES Permit No. NCG160123 APAC-Atlantic, Inc. — Thompson -Arthur Division: Greensboro Plant Guilford County Dear Ms. Carter: On April 15, 2008, Jenny Graznak of this office performed a General Stormwater Permit Inspection at the APAC-Atlantic, Inc. Asphalt Plant located on Marietta Drive in Greensboro, North Carolina. This facility holds General Stormwater Permit No. NCG160123 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from activities associated with Asphalt Paving Mixtures and Blocks. You were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self - monitoring data and an inspection of the facility's discharge points, This particular inspection evaluated five (5) areas, and- observations from each area are addressed below: 1. Permit The permit became effective August 1, 2004 and expires July 31; 2009. 2. Records/Reports The facility has a Stormwater Pollution Prevention Plan (SPPP) that includes a location map, site plan, storage practices, and a list of Best Management Practices on the site. Engineering Consulting Services, Ltd. (Greensboro, NC) created the SPPP in 2004. Employee training in stormwater pollution prevention occurs on an annual basis. 3. Facility Site Review The site includes an asphalt production area and an aggregate storage area (sand, gravel, debris, etc.). The asphalt production area houses used oil, liquid asphalt, hydraulic and motor oils protected with secondary containment, The foreman is required to observe the standing water in the containment area for signs of contamination (oil sheen, color, foam, etc.) prior to its release. 4. Effluent/Receiyintl Waters Stormwater from this site drains to an unnamed tributary to Long Branch (Class WS-III, NSW) in the Cape Fear River Basin. There are three Stormwater oufalls and one retention pond on the site. The water from the retention pond is pumped to the mixing plant and used as process water. The outfalls are described in the Stormwater Pollution Prevention Plan as being connected to the municipal stormwater system; however, no evidence of this connection was observed during the inspection. The outfalls appear to discharge into ditches at the edge of the property- This should be documented in the SPPP. The use of a sediment control device would lessen the build up of silt at this particular outfall. Outfall 002 discharges to a riprap lined ditch on Martin Marietta Quarry property. Outfall 003, which drains to a wooded area at the edge of the property, shows signs of erosion and would benefit from the use of erosion control practices. 5, Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at each stormwater discharge outfall. An on -site review of the qualitative monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit. The plant foreman ,ferry Sorrell made the most recent visual observation on October 24, 2007. Analytical monitoring is also required on an annual basis.
