are forwarding herewith the subject certificate of coverage to discharge under the Subject state =
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina.
General Statute 143-215.1 and the Memorandum of A�cTreement between-North'Carolina and the
US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal'or local governmental permit that may be
required.

Please see NOI attached.
We have received an application for coverage of an existing facility under NCG 15 from Onsl6w County, Albert J. Ellis
Airport. The facility drains to Southwest Creek and Back Swamp (class C; NSW & C; Sw respectively) in Richlands
(Onslow County). No haz waste. They do perform occasional runway deicing and dry weather (for frost) deicing. Chris
White estimates they use < 1,000 gallons per year. I have asked to see their SPCC plan and any SOPS they have related
to the deicing and loading/unloading of chemicals. That was a few weeks ago, so I sent a follow up'email today. Does
the WiRO have any concerns about issuing this facility a COC for this general permit?

Robert,
apologize for the delay. We are in the midst of our budget process which has been consuming our time and attention.
am not aware of an existing SPCC plan for OAJ and am aware that we will be required to develop one as a part of our
SWPPP plan. We also don't have a formalized deicing minimization plan. As a coastal airport the volume of deicing that
is performed is minimal, less than 2,000 gallons of propylene glycol are used annually. The majority of the deicing is
considered dry weather and is done to defrost the aircraft, thus decomposes on the dry pavement before reaching the
stormwater system.. We do employ some of the more common BMPs such as secondary containment, protected
chemical storage, limiting outdoor maintenance etc. Please call if you have any questions,

Thanks for your time and information earlier on the phone today. I have a couple follow-up questions for you related to
the fueling and deicing operations at the facility:
Could you send me a copy of the SPCC (Spill Prevention, Control and Countermeasure) Plan and any SCIPs for
loading/unloading of chemicals (fuel, deicing chemicals, etc.)?
Do you currently implement a minimization plan for the deicing operations? If so, please forward a copy of it
also. If not, note that it is a requirement as -part of the SPPP that will be developed.
