Ready Mix - NCG140400 Hey Guys, Not sure who would handle Swain County, but I got a call from this facility in Bryson City. They have coverage under the Ready -Mix permit and were questioning if they needed to maintain it. They apparently produce at low enough quantities that the Air Quality folks are rescinding the air permit. I told him that our permit didn't have a cut off level like this and as long as they had material exposed and point source discharge of SW he would need the permit. He indicated he didn't have a discharge, but I wasn't sure he really knew. So, I suggested he might want to have the region come out and look at the site. Could one of you get in touch with him? We cover recycle systems of rinse out water that is recycled back for rinsing..- That's a little confusing, but•it's•consistent•with-what-Aquifer-Protection does (and-we-essentially'fill'their role with our GP be xiuse we cover some recycle_systems.in this permit)._ -- -- In this case we are hesitant to authorize any discharge of wastewater because the applicant is claiming he will not discharge wastewater. If the.COC excludes it (as we can write it for stormwater only), it is more clear that he is in violation should he operate his site differently than he represented it in the application and in fact discharges wastewater. The mechanism will be a spray bar with 8 nozzles using between 1.5 and 5.0 gallons of water per minute. The spray bar will use fresh water from the incoming water line, not water from either of the two water storage tanks. Residual water from the spray bar operation will be collected underneath the truck by a concrete basin that directs wastewater flow back into the collection storage tank, SMRM onsite tank 42 (250 gallon size). Water will then be pumped back into the main storage tank, SMRM onsite tank #1 (7,000 gallon size), where it will then be put back into the concrete mix as recycled water. All land surfaces around the discharge point will be graded to direct water to run away from the discharge point, to prevent mixing storm water runoff from recycled water at the plant. All pipes going to spray bar will be insulated and heated if necessary which would prevent freezing in cold weather down to several degrees below freezing. These wastewaters must be managed and treated prior to them leaving your site. Couple points that we need you to address with regard to this application: vv llele will your wastewater outlall be located • Will you discharge directly to surface waters, or overland (through adjacent property owners land)? • As you site is size limited, where will ybur stormwater treatment be located? • Will your stormwater and wastewater share an outfall, or be separate outfalls? • Stone wet down. It is a common industry practice to require that aggregates be wet down of washed prior to use, to prevent dust from prohibiting the Portland from sticking to the aggregate (reducing compressive or flexible strength of the finished product}. How will this be addressed at your facility (now or in the future)?
