I think we should consider returning it, and getting them to resubmit for NCG05, I've looked at the NOI; I've looked at the company website; I've looked at Google Maps aerial photo of the site. Here's what I see, and a record of the rationale for returning the application. • The NOI is for NCG03, metals finishing. But the SIC code reported is SIC 3089, which we would normally cover under NCG05, mist manufacturing. Rubber, sheet goods, etc. So, this contradiction catches our eye. • From the website it appears they make automotive insulation products for both thermal and sound insulation- - needle punched polyester carpet backing layers, foam carpet hacking layers, composite (rubber, I think) sheet insulation. Some automotive exterior products include metal parts — like driveshaft tunnel insulation products. Judging from the website's listing of products, the majority of the company's offerings are for interior purposes and are sheet goods, and do not include metal. • The cover letter implies to me that the engineer is unclear on whether to apply for NCG05 or NCG03 so he took a guess. And since NCG03 is more stringent, he picked that one. • NCG03 requires analytical testing for TSS, pH, TPH, Cu, Pb, Zn, and TTO for qualifying facilities. • NCG05 only requires visual monitoring, plus TPH and TSS for VMA, if the facility qualifies for VMA. • The Google aerial photo shows some exterior accumulation of materials that look like racks or cartons for solid materials like various sorts of sheet goods. The site would not qualify for No Exposure on that count, but it otherwise appears to be a pretty tidy place, with no worrisome exposures visible at the scale of the aerial photo. I do not see external tankage that might indicate either a wet process or a chemically reactive process inside the building. • 1 have placed a call to the engineer, but he's not answering this morning. I have placed a call to the plant contact listed on the N01, but his name was not in the automated company telephone directory. Absent any personal contact, I'd bull ahead with what we think we know now, since 1 don't expect it will change our perspective. Summary - - the predominant industrial activity at this site seems to be SIC 3089 — as reported on the N01, and as indicated on the company's website. On this basis NCG05 is indicated rather than NCG03. The aerial photo does not raise issues that suggest we might be concerned about the monitoring parameters in NCG03 rather than the simple visual monitoring in NCG05. The consultant's letter indicates a level of unfamiliarity with the subtleties of NPDES stormwater permitting that allows me to discount his initial call that this should be an NCG03 site. I think we should consider returnine it, and getting them to resubmit for NCG05. I've looked at the N01; I've looked at the company website; I've looked at Google Maps aerial photo of the site. Here's what I see, and a record of the rationale for returning the application. • The N01 is for NCG03, metals finishing. But the SIC code reported is SIC 3089, which we would normally cover under NCG05, mist manufacturing. Rubber, sheet goods, etc. So, this contradiction catches our eye. • From the website it appears they make automotive insulation products for both thermal and sound insulation- - needle punched polyester carpet backing layers, foam carpet backing layers, composite (rubber, I think) sheet insulation. Some automotive exterior products include metal parts — like driveshaft tunnel insulation products. Judging from the website's listing of products, the majority of the company's offerings are for interior purposes and are sheet goods, and do not include metal. • The cover letter implies to me that the engineer is unclear on whether to apply for NCG05 or NCG03 so he took a guess. And since NCG03 is more stringent, he picked that one. • NCG03 requires analytical testing for TSS, pH, TPH, Cu, Pb, Zn, and TTO for qualifying facilities. • NCG05 only requires visual monitoring, plus TPH and TSS for VMA, if the facility qualifies for VMA. • The Google aerial photo shows some exterior accumulation of materials that look like racks or cartons for solid materials like various sorts of sheet goods. The site would not qualify for No Exposure on that count, but it otherwise appears to be a pretty tidy place, with no worrisome exposures visible at the scale of the aerial photo. I do not see external tankage that might indicate either a wet process or a chemically reactive process inside the building. • 1 have placed a call to the engineer, but he's not answering this morning. I have placed a call to the plant contact listed on the NO[, but his name was not in the automated company telephone directory. Absent any personal contact, I'd bull ahead with what we think we know now, since I don't expect it will change our perspective. Summary - - the predominant industrial activity at this site seems to be SIC 3089 — as reported on the N01, and as indicated on the company's website. On this basis NCG05 is indicated rather than NCG03. The aerial photo does not raise issues that suggest we might be concerned about the monitoring parameters in NCG03 rather than the simple visual monitoring in NCGO5. The consultant's letter indicates a level of unfamiliarity with the subtleties of NPOES stormwater permitting that allows me to discount his initial call that this should be an NCG03 site.
