Mr. Lambe, Vertex performed site sampling of our stormwater outfalls as specified in our general permit. This sampling occurred at outfail 1 northwest on November 9, 2017 at 11:55 a.m. On November 27, 2017 at 154 p.m., Vertex received the lab results which were completed by Environmental Chemist, Inc. Upon review of the report provided by Environmental Chemist, Inc. it was discovered that at outfall 1 northwest there was a Level of Non -Polar O&G/Total Petroleum Hydrocarbons of 18 mg/L. This is .03 mg/L above than the benchmark indicated on our general permit. We are currently assessing the situation to determine the potential causes. No cause as of now have been determined. In an effort to be proactive, we will be taking all necessary steps to ensure resolution. Vertex will be consulting our third -party testing company to discuss additional sampling of Outfall 1 northwest. As requested, attached above are the testing results and DMR. Possible pollutants include: storage of metal products outdoors, used paint drums,and garnet waste from blasting air system. S93 The site is currently permitted to Terex NCG030 which expires 10131/2017. Vertex paid the latest fee for Terex. A letter from this office in April 2017 to Terex requesting closing the permit went unansered. The site outfalls 1 and 2 were inspected. Outfall one is the southern outfall, two being northern.' Outfall one is a pipe from the east side of the property leading to a v cut weir. The weir leads to a ditch that goes offsite. The weir section is the sampling point. Outfall two collects the northern and western sections of the site, leading through stale port property. Dawson did not want to sample on state port property and suggested at the junction of the two pipes or one box below the junction. The sampling difficulty may be increased by these locations as it is not immediately visible when to sample per guidelines. The southern side of the site has a wetpondlinfiltration pond stormwater system. This system does not discharge. The area on the south, below the rail line, is covered under a county erosion control permit. A contractor has materials onsite that need removal. The area needs to continue to establish groundcover. There is two crushed conrete stockpiles and waste material from the stormwater ponds. The site has minimal pollutant sources as much of the production is inside the warehouse. Possible pollutants include: storage of metal products outdoors, used paint drums,and garnet waste from blasting air system. The site is currently permitted to Terex NCGO30538 which expires 10/31/2017. Vertex paid the latest fee for Terex. A letter from this office in April 2017 to Terex requesting closing the permit.went unansered. The site outfalls 1 and 2 were inspected. Outfall one is the southern outfall, two being northern. Outfall one is a pipe from the east side of the property leading to a v cut weir. The weir leads to a ditch that goes offsite. The weir section is the sampling point. Outfall two collects the northern and western sections of the site, leading through state port property. Dawson did not want to sample on state port property and suggested at the junction of the two pipes or one box below the junction. The sampling difficulty may be increased by these locations as it is not immediately visible when to sample per guidelines. The southern side of the site has a wetpondlinfiltration pond stormwater system. This system does not discharge The area on the south; below the rail line, is covered under a county erosion control permit. A contractor has materials onsite that need removal. The area needs to continue to establish groundcover. The original application was not included in the file; there was only a brief confirmation from the regional office to go ahead and issue the permit COC. I stick with my recommendation to you to submit a new NOI for coverage under the NCG030000 General Permit to our office, and please note that the previous operator of NCG030583 no longer operates this facility. We normally rescind the permit only upon request by the original owner, unless it is clear to us that they are no longer the owner/operator of the site, and so I think that process will be straightforward.
