The site visit and file review revealed that the subject project is covered by NPDES Stormwater General Permit — NCG030586. Accordingly, the following observations were noted during the Division of Energy, Mineral and Land Resources' inspection: 1. Employee training is not being conducted. 2. The SWPPP has not been reviewed and updated annually. 3. The facility does not have a Stormwater Facility Inspection Program 4. Pallets and metal are being stored outside with no cover. 5. Qualitative monitoring is not being conducted. 6. Analytical monitoring is not being conducted. An illicit non-stormwater discharge was observed from the metal cutting machine. This discharge has been referred to the state Surface Water Protection department for evaluation and corrective actions. Thank you for your assistance and cooperation during this inspection. I recognize that you may not visit each new, proposed permittee during this NOI review, but it affords you the opportunity to log the general permit into your regional database and add the industrial facility to a future monitoring and compliance visit schedule.
