Dear Mrs. Powell,
I want to thank you for taking the time to meet with Engineering staff on October 2, 2019 and discuss the
Town's National Pollutant Discharge Elimination System (NPDES) Phase II Permit. The Town of
Clayton understands the importance of our NPDES Phase II Permit and seeks to keep NC DEQ staff
updated on our efforts to fully implement all aspects of the permit.
Over the past two and a half years, the Town's Director of Public Services has been evaluating the current
stormwater program, plans, processes, and initiatives. The Town has also hired a consultant to help with
the evaluation. Based on that evaluation, the Town began a revamp of the implementation strategy. To
date, the Town has hired a part-time engineer to aid in implementing the program and hired a full-time
Town Engineer position to provide oversight and direction of the program. Town Council has also
approved a Stormwater Engineer Position beginning January 1, 2020. This position will be dedicated to
updating and developing stormwater ordinances, policies, plans and SOPs to enhance the NPDES
program. Furthermore, over the next 6 months Town staff will be seeking to transfer implementation of
Construction Site Runoff Controls and Post -Construction Site Runoff Controls from Johnston County to
the Town with the goal of the Town fully implementing all 6 minimum measures in-house by July 1,
2020. Additionally, the Town is in the early stages of considering establishing a Stormwater Enterprise
with dedicated funding stream to support the program.
On October 29, 2019, staff submitted the NPDES Phase Il Annual Report via the online BIMS reporting
tool. Staff have indicated practices and initiatives that are currently in place, noted areas for improvement,
and indicated action plans moving forward.
