Quality Certification for the Proposed I-485 Improvements from I-77 to US-74
(Independence Boulevard), Mecklenburg County, Division 10, STIP No. I-5507, Debit

Dear Madam:
The North Carolina Department of Transportation (NCDOT) proposes improvements to approximately 17
miles of I-485 (Charlotte Outer Loop) in southern Mecklenburg County. The proposed project extends from
I-77 to US 74 (Independence Boulevard) and involves adding one Express Lane in each direction, extension
of a segment of the general purpose lane, addition of at -grade ingress and egress points, addition of Direct
Connectors to the Express Lanes, bridge replacements, and intersection/interchange improvements.
As a result of the I-485 improvements, there will be 1,131 linear feet of stream bank stabilization, 1,376
linear feet of permanent stream impacts, 0.33 acre of temporary stream impacts, and 0.83 acre of permanent
wetland impacts.
Please see enclosed copies of the Pre -Construction Notification (PCN), Division of Mitigation Services
(DMS) mitigation acceptance letter, Stormwater Management Plan (SMP), permit drawings, roadway plan
sheets, mussel report, plant survey memo, northern long-eared bat memo, State Historic Preservation Office
(SHPO) letter, and No Archaeological Survey Required Form. A Categorical Exclusion (CE) was
completed in August 2018 and distributed shortly thereafter. Additional copies are available upon request.
