Dave,

The contractor would like to start grinding today with all Class A residuals going to Shamrock Environment out of Brown
Summit, NC. They will be vacuuming the residuals as the concrete is ground.

Since they are not land applying are you good with the contractor starting this process today? They are wanting to start
asap today but I am requiring them to wait until I hear from you.

Thanks for the notification but my schedule is full today. What we are mostly concerned about, regarding this
operation, is where you intend to land apply the material, if that is how you are planning to manage the waste.

My colleague in our office, Mr. Patrick Mitchell, is our point of contact for Class A Residuals. We have been collaborating
on this topic since I work with DOT regarding water quality issues related to DOT’s 401 permits.

Patrick may be able to attend the meeting, but if not, at least he will know that you are planning to produce the
residuals and will need to manage them. The last we heard, you were planning to utilize a company that specializes in
dewatering and landfilling. Is that how you intend to handle the residuals this time around?

Please see the email chain below pertaining to the diamond grinding operation on the Winston-Salem Northern
Beltway project, U-2579B. I have informed the contractor that your presence is a requirement at the pre-con
and no grinding will take place until after the pre-con. I know it’s last minute, but are you available to meet
tomorrow for a quick meeting that will serve as a pre-con? We have a standing meeting every Friday at 10am at
Dragados’ field office located at 775 Robbins Perch Trail, Kernersville NC 27284 and we would like to use part
of the meeting time tomorrow to discuss the planed diamond grinding operation.

Zachry has informed us that Southeast Grinding & Grooving (SEG) plans to start grinding in Area 2 tomorrow. To be
completely frank the start date has been moving nearly constantly throughout this week.

Having seen the email below I remembered from one of the many emails related to Class A Residuals Management that
Dave Wanucha wanted to meet prior to any generation. Is the intent to meet prior to full scale grinding or prior to any
grinding activities at all? In either event is Dave Wanucha available to attend the Weekly Coordination Meeting
tomorrow?
