We issued the hold letter on 9-28-09, and cc'd the 401 office. I've attached it, in case something happened to
it. HDR sent me a copy of the permit from the Corps, but not the additional info that was requested. What's the
date on the stuff they sent you? I might just not have it yet.

Recvd correspondence from HDR responding to a request for more info from the Corps. I see you put it on hold
in SIMS but we don't have a copy of that letter here in central. Is what they sent to me (& you) what you asked
for in your letter? I did not update SIMS.

Re: Section 401 Water Quality Certification application
Dear Mr. Landseidel:
On August 27,2009, the North Carolina Division of Water Quality (Division) received your application for a 401
General Water Quality Certification to impact 0.133 acres of wetlands to construct the Dan River Combined
Cycle Turbine Project in Eden NC in Rockingham County. Additional information is required in order that we
may determine your project's compliance with 15A NCAC 2H .0500. The Division will require this information
in order to process your application to impact protected wetlands and/or streams on the subject property.
Therefore, we will place this project on hold as incomplete until we receive this additional information, and if we
do not receive the additional information requested below, we will have to move toward denial of your
application as required by 15A NCAC 2H .0506. Please provide the following information so that we may
continue to review your project.
l. Please provide complete site plans on full plan sheets at a scale of no smaller than 1 "=50' with
existing and proposed topographic contours shown.
2. Please provide an inventory of imperviousness surfaces in each drainage area. The inventory
should include all proposed building footprints, roads, driveways, sidewalks, gravel-surfaced
areas, amenity areas, etc. A Stormwater Management Plan (SMP) must be provided for any
drainage areas that exceed 24 percent imperviousness. For each BMP, provide a completed
BMP Supplement Form with all the required items (see
http://h2o.enr.state.nc.us/su/bmpforms.htm). Per NCAC 2B 15A: 02H.I000, a "drainage area"
is defined as "the entire area contributing surface runoff to a single point."
3. The Division is aware that the US Army Corps of Engineers has requested additional
information for this project in a notification dated September 3, 2009. Please provide us with a
copy of your response to these items.
Please respond in writing within 30 calendar days of the date of this letter by submitting two copies of this
information; one copy should be submitted to Sue Homewood at the address on this letterhead, and one copy to
Ian McMillan N. C. Division of Water Quality, Wetlands/401 Certification Unit, 1650 Mail Service Center,
Raleigh, NC 27699-1650. If you will not be able to provide the requested information within that timeframe,
please provide written confirmation that you intend to provide the requested information, and include a specific
timetable delineating when the requested materials will be provided. Ifwe do not hear from you in 30 calendar
days, we will assume that you no longer want to pursue this project and we will consider the project as returned.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
