Dear Mr. Wrenn: In a recent Preconstruction Notification Form that was sent to your office, the North Carolina Department of Transportation (NCDOT) proposed to extend an existing reinforced concrete box culvert (3) 3.0m x 3.7m on W.T. Harris Boulevard over Dixon Branch in Mecklenburg County. A site visit was made on August 27, 2009 by Ms. Polly Lespinasse as part of the review for the requested 401 Water Quality Certification. Ms. Lespinasse outlined several project related concerns in a letter dated September 1, 2009 which we hope to address by way of this correspondence. The NCDOT has received an acceptance letter from the North Carolina Ecosystem Enhancement Program for project acceptance into their in-lieu fee program. A copy of that letter has been enclosed with this correspondence. The question has been raised whether there would be impacts to the stormwater ditch that is located near the inlet of the existing culvert in the northwest quadrant of the project. Based upon the enclosed plan sheets (project cross sections) the existing stormwater ditch will not be impacted as a result of this project being constructed. Any rip rap that has migrated into Dixon Branch from this stormwater ditch will be recovered and efforts (larger stone will be keyed into the ditchline near the stormwater outfall if needed) will be made to assure that this does not continue to be a problem. Project impacts have been reduced to that which is necessary to construct an additional travel lane on WT Hams Boulevard over Dixon Branch and create a stable shoulder slope over the newly extended culvert. Approximately 17.86 feet of impacts have been added as permanent impacts in order to construct flood plain benches on the inlet side of the extended culvert. Measures will be taken to prevent any additional impacts to the stream by adhereing to NCDOT's BMP's during the project construction. 1b.
