We Make a Difference RECEIVED N.C.pept. of ENR JUN 0 5 2015 Winston-Salem Regional Office Subject: Early Coordination Review for proposed HAECO Facility Improvements Piedmont Triad International Airport (GSO), Guilford County, North Carolina Dear Ms. Homewood, The Piedmont Triad Airport Authority (PTAH) is proposing improvements to the Timco Aviation Services dba HAECO Airframe Services (HAECO) leasehold at 623 Radar Road, Greensboro, on the Piedmont Triad International Airport (GSO) in Guilford County, North Carolina (Figure 1, enclosed). The proposed improvements would address the need for additional aircraft maintenance, parking, and movement; fire suppression capability; and connection of the two sides of the existing HAECO campus. These improvements would facilitate efficiency of HAECO's GSO operations. The proposed improvements include: • Site preparation of approximately 20 acres of land including clearing, grading, fill, and excavation; • Expansion of the existing 475 -ft. wide concrete apron for approximately 350 ft. with connection to airport Taxiway M4; • Construction of an approximately 341 ft. by 505 ft. aircraft hangar; • Construction of an approximately 15,000 sq. ft. fire suppression facility; • Extension of utilities to the new structures, including electrical, natural gas, water, sanitary sewer, stormwater collection and treatment, communications, and other related utilities; and • Implementation of mitigation measures for unavoidable wetland and stream impacts. The facility layout illustrated in Figure 2 (enclosed) represents the location for the proposed additional apron area and conceptual plan for potential site improvements. In accordance with the National Environmental Policy Act of 1969 (NEPA) and Federal Aviation Administration (FAA) implementing regulations, PTAA is preparing a short Environmental Assessment (EA) to consider and document the potential social, economic, and environmental impacts associated with the proposed Project. The EA will be submitted to the FAA for a decision whether to issue a Finding of No Significant Impact (FONSI), to prepare a more detailed EA, or to issue a Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS). Michael Baker Engineering (BAKER) is the consultant for the EA. During the course of the EA, investigations will be conducted to identify potential Social, Economic, and Environmental impacts related to the improvements being considered. As part of our early coordination efforts for the EA, and on behalf of the PTAH, BAKER is attempting to identify key issues that will need to be addressed in the NEPA process. To accomplish this, we are requesting your comments relative to the proposed improvements as they relate to your specific area of expertise or regulatory jurisdiction including permitting or mitigation requirements. i? oma .
