Send all suspicious email as an attachment to report.spam@nc.gov Good Morning Alan, I am the project manager for the West Cabarrus YMCA and was recently copied on your email correspondence with Brent Rockett regarding the site and the possibility of a stormwater BMP. I was also previously employed at Concord Engineering when they designed and permitted the YMCA project in 2001/2002 and was involved with preparation of the plans. At that time the project, along with the rest of Afton Village, was not required to provide stormwater management as it abutted the Afton Run creek and floodplain (as you're aware, State and Local requirements since that time have changed). To provide sufficient space for the athletic fields a small portion of the floodplain was filled and offset by extending (compensatory cut) the floodplain into the site further. The storm drainage from the YMCA, along with a portion of Afton Village, outlets into this area but is not detained or treated, at least by design. Over time, and with deposited sediment, the area between the fields has begun to hold water and is now classified as a wetland with segments of intermittent stream channel which we are now permitting. Our current permitting through the City of Concord (who has jurisdictional authority for floodplain revisions) includes filling this portion of the floodplain, in conjunction with the aforementioned USACE permitting, which is offset by a new area of compensatory cut along the northeast corner of the larger athletic field that will remain.
