This form must be completed by Permit Writers for all expedited permits which do not require
full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools,
mobile home parks, etc) that can be administratively renewed with minor changes, but can
include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity
testing, instream monitoring, compliance concerns).

Comments on Renewal:
Asheville Regional Office requested that fecal coliform limits be put in place, as well as
chlorination and dechlorination. The Division's approach to this has been that in the case of in -
stream dilution greater than 300:1, fecal limits are not necessary.
ARO collected samples to evaluate whether this dilution was protective. The lab results
(in attached email) did not demonstrate need for a limit.

Thank you for grabbing these samples Tim. John, I'm guessing this is not a compelling case at this
point to include fecal coliform. Sampling in August and including E. coli would like yield different
results. As expressed previously, I'm fundamentally opposed to operating a WWTP and not
monitoring FC. That said, please proceed as needed with the permit based on this data.

Tim,
In talking with John further, we will need fecal samples (up, at discharge and downstream) to fortify
our request. I've asked John to hold the permits for now. We will need you to sample during school
so that would be in the next week or two before break. Just so happens, Linda is in that area and you
may be able to ask her to collect these samples for you. She is familiar with this request and was on
the call when this was discussed. Perhaps follow-up with her to see if she can grab these samples for

Tim,
So for Happy Valley and Patterson school where you wanted to add fecal coliform to the permits, I
had a discussion with John about this. Essentially with this level of dilution (300 times), the general
approach for consistency has been not to include in the permit. That said, I completely support the
need to include but we need to provide CO permitting with some reasons why which may include
discharge proximity to students, immediate downstream users, etc.
Let's all three discuss please and them Tim you can capture convo and send to CO permitting again
that provides a basis.
