Dear Mr. Elmore:
On April 8, 2002, the NC Division of Water Quality (DWQ) received the most recent stormwater information related to
your application for a 401 Water Quality Certification for the proposed new runway 5U23R at the Piedmont Triad
International Airport in Guilford County. At this time, the stormwater and wetland/stream mitigation information you have
supplied appears to adequately address the questions raised in our previous correspondence.
Currently, Mr. Steve Zoufaly of the Division of Water Quality's Local Government Assistance Unit is working with your
attorney, Mr. Glenn Dunn, on a Major Variance to the Water Supply Watershed Protection Rules for this project. The
Variance must be issued by the NC Environmental Management Commission (EMC). We understand that you anticipate
taking this project to the EMC in July 2002 to request issuance of a Variance. Please note that if the variance is not
granted, we cannot issue the 401 Water Quality Certification. If the variance is approved, we cannot issue the 401
Certification until we receive a copy of the variance.
Until this issue is resolved, I will request (by copy of this letter) that the Corps of Engineers keep this -,project on hold. _
Also, this project will be placed on hold for our processing due to incomplete information (15A NCAC 2H .0507(h)).
