I believe that they were able to show that the wetland area was created due to DOT work. Before the DOT work was
done, it appears that area was all upland. If we are looking at the same area, it looks like we did not call any
jurisdictional feature in that area.

The site plan is a bit confusing. The parking lot appears to be on top of a stormwater BMP. Is this an underground
BMP? Also a 2005 aerial gives the impression that the existing outfall of the wetland/stream was initially an actual BMP.
If so the water discharge through that pipe must be also treated. The adjoining existing project would have been
subject to SW requirements if a 404/401 was involved. This information needs to be clarified
Since this is just a parking expansion, not tied to an ordinance for a new building, the number of parking sites proposed
is not mandatory and could be reduced and/or reconfigured to avoid/minimize the impact.
Cathy you have anything in the old file showing if that wetland was actually to be a BMP and/or previous impacts to an
intermittent stream at that area.
