Dear Mr. Cordello:

Enclosed is a copy of your UMBI which was signed by Coleen Sullins on October 2,2009. You have
DWQ's approval to operate the Cape Fear Riparian Buffer and Nutrient Mitigation Bank.

Also, DWQ has reviewed the BPDP for the Carl Lloyd Parcel and approves its inclusion in the Cape Fear
Bank.

In order to effect the initial credit release for the Carl Lloyd Parcel, you must provide DWQ with copies
of a recorded conservation easement for the site, and a copy of your perfonnance bond. Once these
documents have been submitted, 20 percent ofthe credits will be released and will be available for sale.

Please note that the DWQ tracking number for the Carl Lloyd Parcel is 09-0858 v2. Please include this
number on all correspondence related to this project.
