BR-0122 NEU Environmental Permit Narrative
This bridge project is located over Beaverdam Creek on SR 1703 (Old Goldsboro Rd.). The adjacent
area contains some designated wetland areas.
Town of Newton Grove Public Utilities (Water)
The existing underground water main along the south side of SR 1703 (Old Goldsboro Rd.) is in
conflict with the proposed new bridge and must be relocated. The Town of Newton Grove Public
Utilities will install new valves at the beginning and end of the project limits to allow the existing water
main to be isolated and abandoned. A new water main will be installed along the south side of the new
bridge. The new water main will be bored under Beaverdam Creek to eliminate impacts to the river and
buffer zones. The path of the proposed water main will follow the current alignment of SR 1703 (Old
Goldsboro Rd.) inside the new ROW and will not create any wetland impacts. The water line will be
installed by the following method:
• Open cut -WL- STA. 12+56 +/- to 13+00 +/-
Directional drill -WL- STA. 13+00 +/- to 17+00 +/-
Open cut -WL- STA. 17+00 +/- to 17+31 +/-
Town of Newton Grove Public Utilities (Sewer)
The existing underground sewer main along the north side of SR 1703 (Old Goldsboro Rd.) is in
conflict with the proposed new bridge and must be relocated. A new sewer main will be installed along
the north side of the new bridge. The new sewer main will be bored under Beaverdam Creek to
eliminate impacts to the river and buffer zones. The path of the proposed sewer main will follow the
current alignment of SR 1703 (Old Goldsboro Rd.) inside the new ROW. The proposed location is
outside the wetlands and will not create any wetland impacts. The sewer line will be installed by the
following method:
• Open cut -SL- STA. 13+34 +/- to 13+63 +/-
Directional drill -SL- STA. 13+63 +/- to 16+50 +/-
Open cut -SL- STA. 16+50 +/- to 17+23 +/-
Duke Energy (Power)
The existing overhead power lines that cross Beaverdam Creek will remain in place. There will
be no environmental impacts from power.

CenturyLink (Telephone)
The existing underground telephone cables along the north side of SR 1703 (Old Goldsboro Rd.)
are in conflict with the proposed new bridge and must be relocated. CenturyLink will install new
telephone cables along the north side on SR 1703 (Old Goldsboro Rd.), staying approximately 7' inside
the existing ROW. The creek crossing will be bored to eliminate impacts to the creek and buffer zones.
There are no wetland impacts from CenturyLink's relocation. The CenturyLink line will be installed by
the following method:
• Directional drill installation starts outside of the project limits to -L- STA. 19+21 +/-
Open cut -L- STA. 19+21 +/- to 19+24 +/-
Charter/Spectrum (CATV)
The existing underground CATV cables along the north side of SR 1703 (Old Goldsboro Rd.)
are in conflict with the proposed new bridge and must be relocated. Charter/Spectrum will install new
CATV cables along the north side of SR 1703 (Old Goldsboro Rd.), staying approximately 1' inside the
existing ROW. The creek crossing will be bored to eliminate impacts to the creek and buffer zones.
There are no wetland impacts from Charter/Spectrum's relocation. The Charter/Spectrum line will be
installed by the following method:
• Open cut -L- STA. 13+56 +/- to 13+82 +/-
Directional drill -L- STA. 13+82 +/- to 18+67
• Open cut -L- STA. 18+67 +/- to 19+18 +/-
