STORMWATER DISCHARGES associated with activities classified as:
AWD
Treatment Works treating domestic sewage or any other sewage sludge or wastewater treatment
device or system, used in the storage, treatment, recycling, and reclamation of municipal or
domestic sewage, with a design flow of 1.0 million gallons per day or more, or required to have an
approved pretreatment program under Title 40 Code of Federal Regulations (CFR) Part 403,
including lands dedicated to the disposal of sewage sludge that is located within the confines of
the facility; and like activities deemed by DEMLR to be similar in the process and/or the V IVE D
of raw materials, products, by-products, or waste materials.

this facility: Site was a former chemical manufacturing facility that ceased production in 2005. The only remaining Clariant activity at the
site is operation of a Waste Water Treatment Plant (WWTP) which is primarily used to treat contaminated groundwater. The WWTP also recieves
a small amount of sanitary wastewater from onsite tenants. An onsite sludge landfill receives any sludge generated by the WWTP operations.

RE: Clariant Mount Holly East Site — Request for Existing Stormwater Permit NCS000037 to be
Rescinded and Replaced with General Permit NCG110000
Clariant Corporation owns a facility located at 11701 Mt. Holly Rd. (Hwy 27), Charlotte, NC 28214
referred to as the "Mount Holly East Site". This facility used to be a chemical manufacturing plant, but
production operations ceased in 2005. Since then many of the buildings at the site have been
demolished and a few have been repurposed to be leased by tenants.
After 2005, Clariant continued to operate a wastewater treatment plant (WWTP) to treat contaminated
groundwater, third party non -hazardous industrial wastewater, and sanitary wastewater generated by
tenants. Receipt of third -party wastewater ended in 2012, and afterwards the WWTP was scaled -down
considerably. The amount of sludge generated at the WWTP has greatly diminished in recent years, but
when sludge is generated, it is disposed in a dedicated onsite sludge landfill. Besides the WWTP,
Clariant has no other ongoing industrial operations at the Mount Holly East site.
Because the Clariant Mount Holly East site is no longer a chemical manufacturing facility, we are
requesting that the site's existing stormwater permit NCS000037 be rescinded. Simultaneously we are
requesting that the site WWTP operations be covered under North Carolina General Permit
NCG110000, and enclosed is a completed Notice of Intent (NOI) to receive this coverage. The NOI
submittal includes a USGS site location map and a stormwater map showing all outfalls. The required
application fee of $100 has already been mailed to NCDEQ in advance of this submittal.
Note that Clariant understands that once the existing site -wide stormwater permit is rescinded that it will
be the responsibility of current and potential future site tenants to assess applicability of stormwater
provisions to their operations and obtain their own stormwater permit if required.

Hi Suzanne,
Thank -you for reaching out to inquire about the $100 check that you received from Clariant. This check was
inadvertently mailed directly to NCDEQ instead of being sent to me for inclusion in a Stormwater Notice of Intent (NOI)
for the Clariant Mt. Holly East facility. I will be mailing out the NO1 application on Monday (10/2), and so hopefully you
will receive it for processing sometime next week and can then have both the check and the application together.
I've copied Lauren Garcia as she has been the agency contact I've had communications with regarding this NOI. Sorry
for the confusion on this and please let me know if there is anything else that you need me to do.
