Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Beacons Reach WWTP
on 9/18/2019. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Non-discharge Permit No. WQ0013676. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
Please respond in writing to this office within 30 days of your receipt of this letter regarding your plans
or measures to be taken to repair the audible alarm at the influent pump station at the wastewater treatment
facility.

Inspection Summary:
A routine compliance inspection of the Beacons Reach Master Association Inc. WWTF was conducted on September 18,
2019. The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and
limitations specified in Permit WQ0013676. Donald Omara (ORC) and wife, Karrie Omara, were present during the
inspection.
The system has been documented as having monitoring wells located around the 5-day holding pond as well as around the
three irrigation lakes/ponds. According to Don Omara, all these monitoring wells have been properly abandoned by licensed
well driller(s). Also the irrigation lakes/ponds (e.g. Egret Lake, Coral Pond and Westport IV Pond) have been disconnected
from the irrigation system and the pump station located near Egret Lake is no longer utilized. Any irrigation water is either
pumped from the 135,000 gallon holding tank at the WWTF or from an irrigation well located near the northwest corner of
Coral Pond. Manual valves must be operated near the irrigation well to direct flow from the well or the holding tank.
The audible alarm at the influent pump station was not operational during the visit and needs to be repaired.
Reminded operator that Well #3 for The Town of Pine Knoll Shores is located at the southwest corner of the parking lot
between the tennis courts along Coral Drive, west of Murex Drive. Advised operator to ensure that reclaimed water irrigation
heads within 100 feet of well are not being used.
The facility is compliant with the non-discharge permit WQ0013676. Please review the comment sections of the inspection
report for more details.

As previously mentioned during last inspection, the three irrigation ponds (Egret Lake, Coral
Pond, and Westport IV Lake) are no longer used for wastewater storage. Irrigation of common
ways with recycled water is from 135,000 gallon tank at WWTP or irrigation well near NW corner
of Coral Pond.

The audible alarm for the influent pump station was not operational on the day of visit, 9/18/2019.
The visual alarm activitated and a remote dialer called the ORC while we were on-site. If the
ORC does not answer a call is sent to the BORC and then the Beacon's Reach Office.

Environment 1 continues to be contract lab. Residuals are removed by Barnes Environmental
Waste and Hauling monthly during the summer and every other month during the off season
(late fall, winter and early spring).

The system is equipped with a 125 kW diesel powered generator which is capable of powering
the influent lift station as well as the entire WWTF. The turbidity meter was calibrated on
5/19/2019 by Delta Systems Environmental. Flow is automatically diverted to the 5-day pond if
the turbidity reaches 10 NTU. No ponding liquid was present in the 5-day upset pond on the date
of the visit (9/18/2019). The pond area was observed to be well maintained with grass and a
measuring gauge rod mounted in a concrete base which did not penetrate the surface. The
Town of Pine Knoll Shores has a public water supply well (Well #3) at the southwest corner of a
parking lot located between tennis courts south of Coral Drive, west of Murex Drive.
