Box 40 Bailey, North Carolina 27807 Subject: Compliance Evaluation Inspection Notice of Violation/ Notice of Intent to Enforce NO V-2019-PC-0666 Town of Bailey Collection System r Permit No_- WQCSDO003 Nash County To Whom It May Concern, On July 18, 2019 Erin Deck with the Raleigh Regional Office (RRO) of the Division of Water Resources conducted a compliance evaluation inspection of the subject facility. The collection system is deemed permitted through 15A NCAC 02T .0403. A Notice of Deficiency (NOD-2019-PC-0170) was issued and mailed on July 31, 2019. As of the date of this letter, a complete response has not been received by this office. The outstanding items that were required to be addressed are as follows: • Documentation of the high priority line inspections (15A NCAC 02T.0403(5)). • Documentation of the general observation of the entire system has been conducted in the past year (15A NCAC 02T.0403(6)). • Documentation that the deficiencies noted at the pump stations during the inspection have been corrected. • Please address how the Town plans to meet the required bi-annual distribution of grease education materials (15A NCAC 02T. 403 (a)(8) (A)(C))_ You are required to take any necessary action to correct the violation and to provide a written response to this Notice of Violation within 30 days of receipt of this correspondence. In addition, please include all corrective actions already taken and a schedule for completion of required corrective actions. This office requires that the violation, as described above, be properly resolved in a timely manner. The recommendation for enforcement concerns the violations cited in this Notice of Violation. If you wish to present an explanation for the violations cited, or if you believe there are other factors which should be considered, please send such information to me in writing within thirty (30) days following receipt of this letter. Your explanation will be reviewed, and, if an enforcement action is still deemed appropriate, your explanation will be forwarded to the Director with the enforcement package for their consideration.
