Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: 30' of the site is former DOT bridge over the Nantahala River at the NOC facility, that is being removed. The general land use in the vicinity of the property is mostly undeveloped forested land, with some developed commercial and residential land. 3b. Explain the purpose of the proposed project I Once the former DOT bridge is removed along with the abutment on river left, we will perform a river bank restoration project. 3e. yDes�riLe if e overall proiec t m de!ail including the type; of equipment to Ce used: The removal of the bridge abutment on river left will utilize a hoe ram to chip away the abutment and pulling it out back on the NOC property for disposal. Once this is complete, we will prepare the river bank for the stabilization process to mimic the bank upstream of the existing bridge abutment. We will be utilizing an excavator to remove all of the old and failing rail road ties that are safety concern for the users of the river. At no time will any equipment be put into the river; all the work will be done from NOC dry property. The new boulders will be put into place as indicated by the attached drawings to resemble the current boulder river bank that currently exists. 4. Jurisdictional Determinations 4a. All construction plans have been designed to minimize all impacts to the natural environment. • The project would like to be done during the winter months between October and January when less tourist are present. • It will be done at low flow so that the majority of the work will be done in the dry. • No equipment will be placed in the river. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. • Silt fencing will be utilized. • The boulders used will be local to the Nantahala Gorge • Filter fabric will be used behind the boulders • The bank stabilization will be done in sections utilizing gravel bags that will be placed upstream of the immediate work area into the river. This will minimize the amount of water in the work area and any silt going down stream. • The site will be stabilized at the end of each work day with silt fencing • Behind the boulders we will use multiuse gravel to fill in as this will help with flood control and river users as they enter and exit the river. 2.
