fixed pier, floating dock, and boat lift with walkway.

9. PROJECT DESCRIPTION
The project is located at 340 Marker Fifty Five Drive in the Marker Fifty Five subdivision in the central
portion of Holden Beach, adjacent to the AIWW in Brunswick County. The project site is a .36 acre lot
that has water frontage on the AI\V\V. To get to the property, one should travel US 17 to Shallotte, then
follow NC 130 towards Holden Beach. Continue to follow NC 130 as it turns right and cross over the
Holden Beach Bridge. At the base of the bridge, turn right onto Ocean Boulevard \Vest. Travel west to
High Point Street, and turn right. Take another right turn onto Brunswick Avenue, and then a nearly
immediate left onto Marker Fifty Five Drive. 340 Marker Fifty Five Drive is located on the left.
The highground property has an average elevation of approximately 7feet above mean sea level. The lot
is developed, \\ith a single family home and driveway. Most of the yard has been landscaped up to the
coastal marsh. Newhan fine sands underlie the property.
The highground area consists of lawn and landscape vegetation. Towards the AIWW, the high ground
takes a moderate slope of about 15 feet down to coastal wetlands. High coastal marsh vegetation,
including, Black Needle Rush (Juncus roemarianus), and Salt Meadow Grass (Spartina patens) is
interspersed with Giant Cordgrass (Sparlina cvnosuroides) near the base of the slope and extending
waterward, where Smooth Cordgrass (Spartina alterniflora) becomes prominent and extends watef\\'ard
to the open water of the AIWW. Areas of Black Needle Rush (Juncus roemarianus) occur out near the
waterway as well.
The waters of the AIW\V are Classified SA by the NC Division of Water Quality. The AIWW in this
area is not designated as a Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. This
area of the AI\VW is closed to the harvesting of shellfish.
The applicant is proposing to construct a residential pier and dock with boat lift to provide access to the
AIWW. The property has a shoreline length of approximately 60 linear feet along the waterway. The
pier would be elevated above the wetlands at its landward end. From the top of the slope, the 4 foot
wide pier would be 460 feet in length. It would extend approximately 143 feet from the edge of the
marsh and terminate with a 12' x 12'covered fixed dock, a 8' x 12' floating dock, and a 4' x 22'
walh.-v.'ay to a 10' x 8' boat lift. This would provide a total of two boat slips at this facility. The
application shows existing water depths at the proposed docking location are in the range of -2.8 to -4.2
feet at mean sea level (MSL). The measured width of the waterbody is 530 feet.
10. ANTICIPATED Il\fPACTS
The proposed docks, walbvay, and boat lift would incorporate 660 square feet of Estuarine Waters and
Public Trust Area The proposed structures would be located 12 feet from the edge of the Corps of
Engineers' AIWW channel setback. The pier would exceed ~ width of the waterbody. However, there
are longer piers \\ithin 200 feet on either side of the property, and the proposed pier would not exceed
1/3 the width of the waterbody. The proposed project would not encroach into the 15 ft setback from the
adjacent riparian corridors. A short term increase in turbidity can be expected during piling installation.

Proposed Development:
TIle property associated with the proposed development is 0.36 acres. The applicant
proposes to construct a 460 linear foot 4' wide fL"~ed pier, and a dock system to access the
i\tlantic Intracoastal Waterway. The proposed dock system consists of a 239 square foot
fi.xed dock, a 119 square foot floating dock, one boat slip \vith a boatlift, and a jet ski pull-up.
The dock system is approximately 15' feet from tlle adjacent riparian properties. The
proposed dock system e......1:ends past one-fourth of the waterway width by ten feet. Howe,er,
there is an existing dock system 'within 200 feet, on both adjacent riparian lots, that also
e......1:end beyond the one-fourth length limitation. The proposed dock system is in line with
the pier headline established by the adjacent piers, and does not e..xceed one-third of the
waterway width.
Existing Environment:

TIle uplands of the Burris residence are currently developed \vith a house and drin~way. The
site is located on Marker Fifty Drive on Holden Beach. Marker Fifty Dri,e is located off
West Brunswick ~'\.\enue, off High Point Street. The site has riparian rights to the Atlantic
Intracoatal Watef\vay.
