Dear Permittee:
On October 1, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation file review for
Speedway #8189 located in Rocky Point, Pender County, North Carolina. This site is permitted as Wilco
Hess #396 Rocky Point.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1. The permit responsible party has been changed to reflect the current owner Speedway LLC.
2. No further actions are required by this office in regards to the Notice of Violation dated October
19, 2018 by John Hooks of Division of Waste Management. Please ensure compliance with DWM
rules and regulations.
3. Discharge from the oil water separator to the infiltration pond can be allowed as treated and
thus stormwater discharge. Regular maintenance of the oil water separator is required. Please
review and update the stormwater pollution prevention plan to include inspection and
maintenance schedules and procedures.
4. Update and maintain the Stormwater Pollution Prevention Plan on a annual basis.
5. Review qualitative and analytical sampling procedures and implement for this site.
