Sample results for the second semi annual sampling event were not available at the time of this. report. SECTION 3: STORMWATER CONTROL MEASURES 3.1 Minimize Exposure A.T. Williams Inc. Wilco HessTravel Plaza employs underground storage tanks to store petroleum products. The retail store has five underground storage tanks for diesel fuel and three grades of gasoline. The retail store sells petroleum products to the public. All underground storage tanks are equipped with double walls and single wall fiberglass piping. Tanks are tightness tested annually and all tanks have been upgraded to meet performance standards. Fueling islands are covered. All transport tankers are equipped with absorbent booms and pads, oil dri, brooms and shovels. Spill cleanup equipment is also stored at the subject site. Dumpsters are located on the subject site for trash disposal and are serviced by a Waste Management company. An inspection of the stormwater conveyances and cleaning maintenance occurs regularly. 3.2. Good Housekeeping Inspections of the stormwater conveyances and cleaning maintenance occurs biannually. Preventive maintenance will include inspections of underground storage tanks for tightness and the replacement of faulty valves and other equipment as needed. All maintenance activities of the stormwater control systems will be documented and retained within the storm water pollution prevention plan. Employees conduct good housekeeping practices, many times per day. These practices include inspection of the areas where unloading activities occur. 3.3 Maintenance Employees are trained in emergency response, recognition of emergency conditions and unusual operating or environmental conditions. All underground storage tanks are. inspected for tightness and the replacement'of faulty valves and other equipment as needed. See attachments. 3.4 Spill Prevention and Response Potential pollutant sources based on materials used and stored at A.T. Williams Oil Company Rocky Point are petroleum products, i.e. gasoline, diesel fuel; Containers of general products used to maintain the property such as fertilizers, pesticides etc. Absorbent booms and pads, oil dri*, brooms and shovels are available. Spill cleanup equipment is also stored at the subject site. In the event of a spill the individual present at the time shall immediately take action to. contain and cleanup the spill. If additional action is required the emergency coordinator will be notified to decide the. proper course of action. All measures will be taken to prevent the contamination of soil, water or air. All containers of products used on site are stored inside or in the storage building on site. 5 Stormwater Pollution Prevention Plan (SWPPP) ROCKY POINT, NC An attachment describes performing and documenting facility inspections and preventative maintenance. Emergency spill or release information along with major spill or release report forms and the Employee Training Program is also included. 3.5 Erosion and Sediment Controls See above.. 3.6 Management of Runoff A trench is located along the truck -fueling island that drains to the oil water separator. Senior drivers who are experienced with the equipment and knowledgeable of loading and unloading procedures will train new drivers, Specific procedures for unloading at A.T. Williams Oil Company are found on file in Attachments Employee training will include the following: Proper loading and unloading of petroleum products into underground storage tanks Location of spill.response.equipment Proper diking and cleanup response procedures Storage and disposal of spill cleanup debris If there is a spill the President or his designee will be the emergency coordinator and must be notified immediately. If the spill occurs after normal business. -hours the emergency coordinator will be called at home. At that time he will ascertain if the situation warrants additional action or if notification to governing authorities is necessary. Employees at A.T. Williams Oil Company are trained in spill and emergency response. New employees will receive spill response training during orientation, Employees will receive their annual update training in department meetings. Documentation of all training will be kept on file by the A.T. Williams Oil Company for five years, The documentation will be located in the personnel files. Emergency Response. Garbage and .Floatable Debris All employees on an as needed basis conduct good housekeeping practices, many times per day. These practices include inspection of areas where unloading activities occur. 3.12 Dust Generation and Vehicle Tracking of Industrial Materials See Above. SECTION 4: SCHEDULES AND PROCEDURES FOR MONITORING For each type of monitoring, your SWPPP must include a description of: 1. Sample Location(s). Describe where samples will be collected, including any determination that two or more outfalls are substantially identical. The subject site has one stormwater discharge outfall associated with the oil/water separator and stormwater runoff flowing from the property. Outfall SDO #1 is a collection point located on the north side of the property. Storm drains on the property are tied into Outfall SDO #1 which collects stormwater runoff flowing from the property, this outfall services the entire facility including the down spouts from.the retail store and the covered pump islands, from the oil/water separator and. from the tractor/trailer fuel loading area. This outfall has the potential to be contaminated with oil and grease from automobiles and tractor - trailers. Approximately 98 percent of the drainage area from the outfall is impervious. 2. Pollutant Parameters to be Sampled. Include a list of the pollutant parameters that will be sampled and the frequency of sampling for each parameter. pH, oil and grease/TPH method 1664, total suspended solids and total rainfall will be monitored on a semi-annual schedule. 3. Monitoring Schedules. Include the schedule you will follow for monitoring your stormwater discharge, including where applicable any alternate monitoring periods to be used for facilities in climates with irregular stormwater runoff (2008 MSGP, Part 6.1.6). Qualitative (visual) inspection of the stormwater outfall SDO #1 will be performed semi-annually, during the analytical monitoring event. The monitoring will be performed to evaluate the effectiveness of the stormwater Pollution Prevention Plan and assessing new sources of stormwater pollution.:Sarnples will be collected twice per year for analytical monitoring at a state certified laboratory during a representative storm event. The total precipitation will be recorded using a local rain gauge reading. Samples will be visually inspected for color, odor, clarity, floating solids, settled solids, suspended solids, foam, oil sheen and other obvious indicators of stormwater pollution. .4. Numeric Limitations. List here any pollutant parameters subject to numeric limits (effluent limitations guidelines), and which outfalls are subject to such limits. Additionally, qualitative monitoring will be performed semi-annually and a 72-hour non-stormwater discharge monitoring will be conducted annually.
