Neyer, LLC, Kimley-Horn is submitting the attached application for authorization under Nationwide Permit (NWP) 39 for the above referenced project in Wake County. The project is proposing the development of an industrial park that will be utilized for warehouse space within a largely undeveloped 25.1-acre property in Raleigh, North Carolina. The proposed development will consist of two warehouse buildings and associated parking lots in the center of the site, and road improvements for site connectivity along the northern boundary of the site, and a stormwater management pond. One wetland was delineated within the project study area in the central portion of the property. The feature was confirmed by the US Army Corps of Engineers (USACE) on February 11, 2018 (AID# 2017-00370). The wetland will be permanently impacted by fill to achieve the grade required for the site plan. Impacts have been avoided and minimized to the extent practical by careful site selection. The site was chosen based on the limited number and small size of jurisdictional features located within the site, and to reduce the overall impacts of the project. Silt fencing will be installed around the limits of disturbance to help ensure that all construction equipment will remain within the project area throughout the construction process. Stormwater and erosion control features will be utilized to avoid impacts to downstream waters and to help minimize runoff from the project. 2.
