PROJECT INFORMATION Project No: U-5710 County: New Hanover WBS No.: 50115.1.FS 1 Document T e: CE Fed. Aid No: NHPP-0074(159) Funding: ❑ State ® Federal Federal Permits : ® Yes ❑ No Permit Typ e(s): Nationwide Project Description: Improvements to US 74 (Eastwood Road)/SR 1409 (Military Cutoff Road) Intersection, in Wilmington. SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW Description of review activities, results, and conclusions: Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was undertaken on February 19, 2015. Based on this review, there are no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects, which is approximately 0.5 miles surrounding the intersection as shown on the following maps. New Hanover GIS/Tax Information indicates that all of the properties within the APE are late 20`h century houses and commercial buildings, ranging from the 1970s to 1990s. Google Maps Street View confirms that there are no properties under fifty years of age. There are no National Register listed or eligible properties within the APE and no survey is required. If design plans change, additional review will be required. Why the available information provides a reliable basis for reasonably predicting that there are no unidentified significant historic architectural or landscape resources in the project area: HPO quad maps and GIS information recording NR, SL, LD, DE, and SS properties for the New Hanover County survey, New Hanover GIS/Tax Information, and Google Maps are considered valid for the purposes of determining the likelihood of historic resources being present. There are no National Register listed or eligible properties within the APE and no survey is required. SUPPORT DOCUMENTATION *ap(s) ❑Previous Survey Info. WBSNo: 50115.1.FS1 Document: F.A. No: NHPP-0074(159) Funding: Federal Permit Required? ® Yes ❑ No New Hanover EA/FONSI OR CATERGORICAL EXCLUSION ❑ State ® Federal Permit Type: Nationwide Project Description: Improve the intersection of US 74 (Eastwood Rd.) and SR 1409 (Military Cutoff Rd.). The Area of Potential Effects (A.P.E.) of the project includes 1,342 meters (4,400 ft.) along US 74 and 976 meters (3,200 ft.) along SR 1409. Federally -funded; Federal permits required; temporary and/or permanent easements will be required. No design plans provided. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of topographic map, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The topographic map (Wrightsville Beach, N.C.) shows the intersection improvement project is located on an upland flat in a developed area in Wilmington. Upland flat landforms have a low to moderate potential for archaeological sites. The aerial photograph shows that most of the A.P.E. is densely developed. All four quadrants along SR 1409 are heavily developed. Most of the area along US 74 is developed. There appears to be one area along the north side of US 74 west of the intersection that is not developed. A review of information at the O.S.A. shows no previously recorded archaeological sites within the A.P.E. There are many previously recorded sites located on the ridge to the east of the A.P.E. This ridge runs northeast to southwest along the Intracoastal Waterway and has a high potential for archaeological sites. This ridge appears to have been heavily developed as a residential subdivision. The A.P.E. has not been previously surveyed for archaeological sites. There are several projects within the A.P.E. that have been reviewed by the State Historic Preservation Office (HPO). No archaeological surveys were recommended for any of the projects. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The A.P.E. is located on an upland flat, a landform with a low to moderate potential for archaeological sites. There are no previously recorded sites located within the A.P.E. Almost all of the land within the A.P.E. has been densely developed. The project has a low potential to impact any archaeological sites.
