Explain the purpose of the proposed project:* The proposed project is intended to improve and expand the stormwater management and erosion control on the site for Phases 2-5. The landfill is proposed to remain within its permitted (Solid Waste) footprint and continue operation (Phases 2-3) and future operation (Phases 4-5) with no impacts to jurisdictional features. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* An existing basin (Basin B - see plans) on the north side of the landfill will need to be expanded to better manage stormwater on the site. An additional two basins (A and C) Will built to replace existing basins within the landfill footprint. Final vegetated cover will be placed on completed areas of Phases 2-5 as they are closed and stormhater will continue to be routed to the expanded basins. Construction will be performed using standard equipment likely including bulldozers, graders, excavators, and dump trucks. 4j. Please upload project drawings for the proposed project. Total Wetland Impact 0.070 2h. Comments: E. Impact Justification and Mitigation 1. Avoidance and Minimization 2g. Total Permanent Wetland Impact 0.070 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The permitted landfill footprint avoids all streams, wetlands, and riparian buffers on site. Construction of two new basins (A and C) will avoid impacts. No work is proposed outside already disturbed areas associated within basin D. Basin B expansion design avoids the wider portion of wetland WA and impacts only the portion likely formed from the basin discharge. Total avoidance was not practicable as there is no room to expand the basin without impact due to the adjacent stream and existing landfill footprint. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Areas not to be impacted will be protected with silt fencing to prevent runoff and inadvertent encroachment by construction vehicles. Construction will adhere to erosion and sediment control plan, attached, upon approval by the NC DEMLR. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes 6 No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Minimal (0.07 acre) wetland impact will result from the project, to an area of wetland likely formed by the existing basin discharge F. Stormwater Management Plan 2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?* r Yes r No 2b. Does this project meet the requirements for low density projects as defined in 15A NCAC 02H .1003(2)? r Yes r No Comments: The landfill will have a vegetated final cover (see attached plans) that will allow some infiltration and treatment to occur during the design storm. Limited impervious surfaces are present on site including the scale house and gravel drive. Diffuse flow will be provided at the outlets of sediment basins A and B where they are adjacent to buffers. Flow will be diffused through dissipater pads and be non-erosive prior to entering the buffer. See attached plans for details. G. Supplementary Information 1. Environmental Documentation 1a.
