This approval allows you to: 1. Culvert approximately 20 linear feet of 404/40 1 jurisdictional wetlands for a road crossing to access the high ground on the other side. This approval is only valid for the purpose and design that you described in your completed CAMA application received by the Division of Water Quality (DWQ) on May 4,2004. After reviewing your application, we have determined that General Water Quality Certification Number 3351 covers this activity. This Certification can also be found on line at: http://h2o.enr.state.nc.uslncwetlandslcerts.html. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying CA..1\1A Permit expires unless othern'ise specified in the General Certification. This approval is only valid for the purpose and design that you described in your completed CAMA Major Permit application received by the Division of Coastal Management on April 28, 2004. If you change or modify your project., you must notify the Division (DWQ) in writing and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification and the additional conditions listed on the following page: 1. PROJECT SUMMARY: The applicant has a natural drainage ravine extending from the northwest side of his property to the southeast side, isolating approximately 1/3 of the usable high ground. Narrative Description: The applicant's property lies adjacent to Cedar Island Bay about midway north on Cedar Island, at 2450 Cedar Island Road. Cedar Island can be accessed by Highway 70 East through Carteret County to NC 12, which becomes Cedar Island Road. The property is approximately 1.23 acres in size, in a residential community . Vegetation is largely pines, oaks, wax myrtle, and holly. Elevations range from 2.5 to 7.5' in eleyation on the site. There is a natural wetland swale/storm drainage ravine extending from the northwest side of the lot to the southeast side. This feature is vegetated with cat briar, white bay, maple, sweet gum, and switch cane. The federal wetlands have been delineated by the US Army Corps of Engineers. The shoreline in this area has been battered in the past few years, and is mostly characterized by sandy substrate and tree stumps and roots. This particular shoreli,ne has not been stabilized, although riprap and a pier have both received authorization under CAMA General Permit #37218-C. Cedar Island Bay is in excess of 1 mile across at the project site. The NC Division of Marine Fisheries has not designated this area of the bay as Primary Nursery Area. The NC Division of Water Quality has classified the waters as SA-OR\V, with the additional protection of Nutrient Sensitive Waters. The Carteret County Land Use Plan classifies this area as Conservation. The project site lies within the area coyered by the Neuse River Rules. The applicant proposes to connect the north and south sides of the property across the Section 404 Wetland area and ditch. This requires the placement of a 20" x 2' culvert, with associated fill. Specifically, the applicant proposes to place the culvert within the western portion of the ravine, with bottom elevations of + 2.5' msl, top of the culvert at + 4.5' msl, and top of the fill at + 7' msl. The distance across the ravine at this location is approximately 23'. The project would require the filling of approximately 460 sf of Section 404 Wetlands. The culvert would serve the purpose of allowing for continued drainage, but would not be in an area receiving tidal influence. The driveway extending to and from the culvert has been authorized under CAMA Minor Permit #155-03. 10. Anticipated Impacts: As proposed, the culvert and associated fill would require that approximately 460 sf of federal wetlands within the ORW shoreline be filled. Drainage should not be affected.
