PROJECT SUMMARY: Construct a wooden elevated bridge over a man-made canal and a gravel access driveway. Project Setting Tim and Deborah McCollister's project is located on Parcel #014909000 at 0 NC 12 Hwy, Lot 2, Block A of C H Fulcher Tract subdivision, in Frisco, Dare County. The 48,000± sf lot is next to their single-family residence at 52138 NC 12 Hwy, Frisco, and is adjacent to a man-made canal that connects to the Pamlico Sound. Man-made features onsite include a mobile home and septic system. The shoreline length is 240 linear feet (98' is on the Pamlico Sound and 142' is along the canal). The elevation of the tract ranges from 3' to 6' above normal water level (NWL). There was no notable erosion escarpment in the project area, and no known archeological sites on the property. Coastal wetland vegetation onsite consists of Black Needlerush (Juncus roemerianus), Salt meadow Cordgrass (Spartina patens), and Big Cordgrass (Spartina cynosuroides). High ground is overgrown with the following non -coastal vegetation: Live Oak (Quercus virginiana), Eastern Red Cedar (Juniperus virginiana), Wax Myrtle (Morella cerifera), Chinese Privet (Ligustrum sinense Lour), Adam's Needle Yucca (Yucca filamentosa), and indigenous grasses. The adjacent riparian property to the north is developed with a single-family residence, storage shed, walkway over wetlands to the adjacent sound, and a wooden vehicular bridge that is elevated 4' above NWL in the center. The adjacent riparian property to the south is an undeveloped, vacant lot. The Pamlico Sound is classified as Coastal Waters, and is in the Pasquotank River Basin. The Environmental Management Commission's water classifications for this tributary are SA and High Quality Waters (HQW). The area is closed to shellfishing. The water depths in the adjacent man-made canal range from -1' to -1.5' NWL at the project site. There were no submerged aquatic vegetation (SAVs) found at the project site. Development Proposal In order to access the existing mobile home, the applicants are proposing to construct a 24'x12' wooden, elevated bridge over a man-made canal. The height of the bridge is proposed at 4' for navigation clearance underneath, and will shade 288 sf of open water. The project also includes the construction of a gravel access/driveway. The driveway in the 75' Coastal Shoreline Area of Environmental Concern (AEC) will be approximately 150' in length, and transition from 10' to 12' in width as it enters the 30' Public Trust Shoreline AEC, totaling 1,713 sf of high ground disturbance. Further upland disturbance proposed outside of the CAMA AEC for the proposed driveway and parking will be approximately 2,032 sf. Included in the development of the driveway is filling of approximately 535 sf of USACOE 404 wetland vegetation (465 sf within the CAMA AEC and 70 sf outside of the CAMA AEC). Field Investigation Report: Tim and Deborah McCollister Page 3 In accordance with N.C.G.S. 143-214.7(b2), "for purposes of implementing stormwater programs, built -upon area means impervious surface and partially impervious surface to the extent that the partially impervious surface does not allow water to infiltrate through the surface and into the subsoil". One of the five exemptions to "built -upon area" is a surface of #57 stone, as designated by the American Society for Testing and Materials, laid at least four inches thick over a geotextile fabric. The fill material proposed for the applicants' driveway will be 4", #57 stone, and will be laid over geotextile fabric that is permeable and comprised of non -biodegradable material. Silt fencing will be installed around disturbed area(s) to prevent runoff into the adjacent wetlands. Temporary matting is proposed to be used to cross wetlands during construction. The pilings for the bridge will be hydraulically installed with a pump. All other construction will be completed by conventional framing methods. Anticipated Impacts • The construction of the elevated bridge will shade 288 sf of Open Water habitat in the Estuarine Waters, Public Trust Areas AECs. • 404 wetland fill proposed during the construction of the access/driveway will total approximately 535 sf. . The construction of the gravel access/driveway will disturb an additional 1,248 sf of high ground in the Coastal Shoreline AEC, and 1,962 sf outside of the CAMA AECs. o Impacts for the entire project will total 4,033 sf. The property is a developed 1.17 acre lot with Coastal and Section 404 wetlands. The proposed project is associated with the improvements to access an existing mobile home. The property owners have been accessing the existing mobile home from the adjacent property to the east over an existing bridge. This bridge access is no longer available and the owners need to build a bridge to the access the mobile home and property on the Pamlico Sound. The proposed bridge will be a 24' long 12' wide pile supported wooden bridge elevated over an existing ditch. The access driveway to the bridge will impact 535 square feet of Section 404 wetlands and will be constructed using #57 stone. Alternative Bridge Location: The proposed bridge and driveway location have been chosen to minimize impacts to the existing wetlands and mature live oaks on the property. The initial bridge design was 18' long x 12' wide crossing over a narrower portion of the waterway. This location would have impacted 330 square feet of Section 404 wetlands but would have resulted in the removal of 3 mature live oak trees. The proposed location will result in the construction of a 24' long x 12' bridge that will impact 535 square feet of Section 404 wetlands with no removal of mature live oak trees. Submerged Aquatic Vegetation (SAV) Analysis: An SAV (subaquatic vegetation) survey was conducted on 7/1/19 by Doug Dorman of Atlantic Environmental Consultants, LLC. There was no SAV growth in the location of the proposed bridge. Wetland Fill Mitigation: The proposed bridge project will impact 535 square feet of Section 404 wetlands for the construction of the access driveway to the existing mobile home. The wetland impacts have been limited to 535 Square feet therefore we are proposing no mitigation for this project. Wetland Delineation: A wetland delineation was completed by Atlantic Environmental Consultants, LLC and verified by the US Army Corp of Engineers on May 13, 2019. A copy of the Approved Jurisdictional Determination signed by Billy Standridge is included with the application. Construction Techniques: The bridge pilings will be installed by jetting them in hydraulically. The remaining construction will be done by hand using conventional framing techniques. As the bridge is being constructed some matting may be placed temporarily over the existing wetlands to provide a safe working platform. The matting will be removed when the bridge construction is complete. A pickup truck and small tractor will be used to transport material over the bridge as it is being constructed.
