FIELD INVESTIGATION REPORT
This application represents a Major Modification request to State Permit #47-00, issued
3/17/00, modified 9/29/03. The original permit authorized a community pier with no slips.
The first modification allowed for a 100' extension of the original pier. The original pier
was constructed, but the modified expansion has not been. The permit was renewed and
expires on 12/31/2005.

9. NARRATIVE DESCRIPTION:
The location of the proposed project is approximately 1 mile west of the Highway 24/Highway 70
intersection in Morehead City, east of The Village at Camp Morehead By The Sea. This is a 20-acre
tract that is currently being developed as a single-family residential community (Bay Colony
Subdivision). The development is subdivided into 32 lots of approximately .5 acre each. The
property averages 25' - 34' above mean sea level, and is vegetated with typical high ground grasses
and trees. This tract fronts Bogue Sound, and has a fringe of Smooth Cordgrass coastal marsh.
There are septic systems and wells existing, and others approved. A sedimentation/erosion control
plan and a storm water management plan have been approved for the development.
The applicant has stated that Bogue Sound at the project site is .75 miles wide, which may be
conservative. The AIWW is approximately :tllOO' from the high water line of the property.
Healthy beds of submerged aquatic vegetation thrive in this area of Bogue Sound. Bogue Sound is
classified SA by the Division of Water Quality. The Division of Marine Fisheries ,does not designate
this area as Primary Nursery, and the waters are open to the taking of shellfish for consumption.
The shoreline dedicated to the HOA is in excess of 300' wide.
The pier authorized under State Permit #47-00 has been constructed, and another 100' of structure
has been approved through a modification of the same permit. There are no mooring spaces
associated with this existing structure, and it terminates in approximately -2.68' nlw.
The current proposal is to add ten (10) boatlifts of approximately 12'6" x 12'6" each to the dock
extension. The lifts would be landward of the authorized T-head, five (5) on each side of the pier.
Four (4) finger piers of 24'6" x 4' will be constructed to access the lifts. Water depths in the location
of the proposed slips average -2.5' nlw.
10. ANTICIPATED IMPACTS:
As proposed, this docking facility will incorporate approximately 4256 additional square feet of open
water area, allowing for the permanent dockage of ten (10) additional vessels. Temporary increases
in turbidity can be expected during construction. Boat usage during extreme low tides may result in
disturbance to sea grass in this vicinity of the sound.
