REGAN Secretary LINDA CULPEPPER Director NORTH CAROLINA Environmental Quality September 27, 2019 Mr. Donald Greeley — Director Water Management City of Durham 101 City Hall Plaza Durham, North Carolina 27701 Subject: Compliance Inspection Permit No.WQ0032515 North Durham Water Reclamation Facility Durham County Dear Mr. Greeley, Staff of the Division of Water Resources (DWR), Water Quality Regional Operations Section (WQROS), Raleigh Regional Office (RRO) inspected the Durham Water Reclamation Facility on September 26, 2019. The purpose of this visit was to conduct a compliance inspection to evaluate the reclaimed water program under WQ0032515. John Dodson assisted during this inspection. The current permit which was issued March 7, 2008 and expires November 30, 2016 was reviewed. There have been no violations since the last inspection. The site currently uses Sodium Hypochlorite added to the reclaimed water pump at delivery as UV disinfection system for NPDES discharge flows is after reclaimed water pumps. An in -line chlorine monitor is in use. A chlorine residual of 1ppm is maintained. Reclaimed water is distributed to reclaimed system via 2 pumps with pressure maintained at 80 psi. Pressure relief is released back to filter well for discharge under NPDES permit. Approximately 200,000 gallons/day of reclaimed water is used on site for equipment washing, seal water, odor control make-up, firefighting. Zero to 6000 gpd is distributed from the bulk distribution station. A flow meter is installed near the bulk loading station. The meter was calibrated per permit requirements. Turbidity and chlorine are recorded as water is pumped to tankers. All reclaimed water system components are properly color coded. All Ioading records are appropriately maintained. Operations and Maintenance records are maintained on site computer system. These records are compliant with the permit requirements. All required analyses are performed and properly reported. The current reclaimed water treatment components as well as management practices were found to be compliant with permit conditions.
