The North Carolina Division of Water Resources conducted an inspection of the Pisgah Center for Wildlife
Education on 9/25/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0012948. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the Pisgah Center for
Wildlife Education's WWTP and irrigation system. This inspection was conducted to determine whether the facility is being
operated and maintained in compliance with Permit No WQ0012948. RPB Systems (contract operators) and Wildlife
Rseource Commission staff were present and assisted in the inspection.
Overall the facility appears to be operated and maintained in compliance. The pumps, floats and distribution and drip lines
were recently upgraded. Previously installed piping was not compatible with prolonged use of chlorine. A new inline flow
meter (not used for reporting) and SCADA system were installed. The permit does not currently have a minimum pH
requirement; however, RPB Systems is using soda ash to maintain an effluent pH above 6. Facility staff are now remotely
alerted during high level events. Sand filters are raked as needed. The surface wetland cell had over two feet of freeboard at
the time of the inspection. Rain sensors were also installed and staff plan to keep a back-up on hand for replacement. The
drip fields were clear of under brush and trees were thinned out during line replacements. All piping was visible for
inspection.
Recommend sampling from the far end of the chlorine contact chamber away from the chlorinator (second hatch).
