Main Street Rocky Mount, VA 24151 NORTH CAROLINA Environmental Quality September 16, 2019 Subject: COMPLIANCE EVALUATION INSPECTION NPDES Stormwater General Permit NCG210000 PlyGem PlyGem Windows - Fayetteville Facility, Certificate of Coverage NCG210363 Cumberland County Dear Mr. Midgette: On August 26, 2019, Melissa Joyner from the Fayetteville Regional Office of the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the PlyGem Windows — Fayetteville facility located at 408 Pine Street, Fayetteville, Cumberland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Mr. Ed Steagall, Plant Manager was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG210000 under Certificate of Coverage NCG210363. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Blounts Creek, a Class C waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG210000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. She reviewed the Stormwater Pollution Prevention Plan (SPPP) which appeared organized and contained the information required by General Permit NCG210000, including the Qualitative Monitoring forms.The SPPP was being fully implemented by the facility. When the facility was inspected on 3/31/2015 by Mike Lawyer, it was determined that Analytical Monitoring was not required because there was very little sawdust or piles or accumulations of wood products present at the facility. Similar conditions were also observed during this inspection. There has been an upgrade to the equipment via a vacuum system where the sawdust is not exposed to outdoor conditions. Additional protection is needed for the two drop inlets near the kiln areas. Page 2 of 3 permit NCG210363 Owner.
