(S+G) is requesting dormant site status for the SCD Mine located in Roseboro, North Carolina. Due to the prolonged suspension of all industrial activities it is our opinion dormant status may be granted by the NCDEQ Division of Energy, Mineral, and Land Resources (DEMLR). On July 22, 2019 you performed a compliance evaluation inspection of the SCD Mine'. During this inspection you notified myself and Joseph Smith that the SCD Mine may request dormant status due to the suspension of all industrial activities and stabile mining areas. As observed during your inspection, permanent spillways (newest constructed in 20161 are operating as designed at the two (2) discharge points for the mine. As requested, the Stormwater Pollution Prevention Plan (SWPPP) has been updated by S+G and a copy has been placed in SCD's operating record. If granted dormant status, SCD will perform an annual inspection of the two (2), permanent concrete outfalls (weir spillways). Dormant status will also exempt SCD from quarterly wastewater analytical monitoring, as currently required by the NCG020000 permit2. Should SCD engage in industrial activities, SCD will notify DEMLR and continue routine inspection and analytical monitoring. If you have any questions, or require further information, please contact us via phone at (919) 828-0577 or by email. Thank you for your time. Sincerely, SMITH GARDNER, INC.
