A copy of the Compliance Inspection Report is enclosed for your review. The time and assistance provided by you and Mr. John Fearrington with Smith Gardner during the inspection is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG120000 under Certificate of Coverage NCG120054. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Bearskin Swamp (Turlington Millpond), a Class C;Sw waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG120000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Landfill has several approved erosion control plans for land disturbing activities as well as appropriate permitting with the Division of Waste Management for landfill operations. Facility has maintained coverage under the NCG120000 Stormwater General Permit, which was last renewed with an effective date of November 1, 2018. Available monitoring records indicate that there were no stormwater discharge events during the first half of 2019. Additional outfalls have been added/constructed since the previous inspection in 2015 and a discussion was held regarding potential modification to the facility's Representative Outfall Status, which was previously approved for outfalls 2, 6 and 10. After the records review, site observations were made around the perimeter of the landfill. Facility's multiple sediment basins/outfalls have been well maintained with sufficient vegetation and freeboard. Applicable secondary containment is provided and equipment utilized for the landfill operations appeared to be adequately operated and maintained.
